Technical merit and Past Performance are more important than price. Offerors must submit three (3) size medium Regular PDMs from each proposed place of performance, which will be evaluated for conformance and logo durability. A rating of Unacceptable for PDM will remove an offer from consideration. A two-phase evaluation may be used if eight or more proposals are received.
