Program Overview

The U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Office (ARO) aims to establish a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to expand its access to innovative thinking and accelerate technology transition. The TPP will enable quick-reaction contracting for Research, Development, Technology, and Evaluation (RDT&E) on sensitive projects, ranging from Controlled Unclassified Information (CUI) to Top Secret/Sensitive Compartmented Information (TS/SCI) levels.

Scope of Work

The program will cover basic and applied research, advanced technology development, data science, analytics, digital architecture, modeling, simulation, experimentation, integration, demonstration, and technology transition. Key technical areas include:

  • Biology (non-medical focus)
  • Material Science
  • Electronics
  • Chemistry
  • Information Sciences (including AI and cyber defense)
  • Physics (including quantum computing and directed energy) Interdisciplinary projects are also anticipated, such as Applied Artificial Intelligence (AAI), Biomanufacturing (BIO), Contested Logistics Technologies (LOG), Quantum and Battlefield Information Dominance (Q-BID), Scared Directed Energy (SCADE), and Scaled Hypersonics (SHY).

Contract Details

  • Type: Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ)
  • Maximum Ceiling: $400M over the life of the contract(s)
  • Ordering Period: Up to ten (10) years (one 60-month base, one 60-month option)
  • Anticipated Awards: Up to five (5) Offerors for the base IDIQ award
  • Pricing: Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) will be determined at the Task Order level.

Eligibility & Security

  • Eligible Entities: Primarily Institutes of Higher Education and non-profit research institutions. For-profit organizations are not eligible as prime offerors.
  • NAICS Code: 541714 (Research and Development in Biotechnology, except Nanobiotechnology) with a 1,000-employee size standard.
  • Security Requirements: Offerors must demonstrate capability to handle CUI through TS/SCI projects, including Cybersecurity Maturity Model Certification (CMMC) Level 2 and secured physical research spaces. The government is evaluating pathways to sponsor personnel security clearances.
  • Registration: Offerors must be registered in SAM.gov.

Submission & Evaluation (Forthcoming Final RFP)

The final RFP will establish a formal Q&A phase. Proposals submitted under the full RFP should be Unclassified. Evaluation factors will include Technical (most important), Management, Past Performance, Small Business, and Cost & Business Structure. A trade-off process will be used, with non-cost factors being significantly more important than cost/price. Proposals must be rated "Acceptable" for Technical, Management, and Small Business factors to be eligible.
