This document provides instructions for submitting offers and outlines the evaluation criteria for solicitation N0010426Q19764. It details the requirements for technical capability, delivery schedule, price, and past performance.

• Technical Confidence Submission: Vendors must provide Non-Destructive Testing procedures (Ultrasonic Testing and Liquid Penetrant Test) in accordance with MIL-STD-2132D, including acceptance criteria per MIL-DTL-32386. Evidence of compliance with Higher-Level Contracting Quality Requirements (MIL-I-45208 or ISO 9001/9002 with STR-ISO 9000 Supplement A, B, or C) is also required.

• Delivery Schedule: Offerors must indicate if they can meet the requested delivery schedule of 50 weeks after receipt of order.

• Price: Lowest pricing terms for requested items must be provided. Failure to include pricing for all line items may result in quote rejection.

• Past Performance: Include at least three (3) relevant projects or contracts performed within the last five (5) years by the vendor and any subcontractors.

• The government will award a delivery order.

• Submission: Offers must be emailed to Dayna O’Brien at dayna.k.obrien.civ@us.navy.mil.

• Evaluation Criteria: Quotes will be evaluated based on Lowest Price Technically Acceptable (LPTA), considering:

  • Technical Capability
  • Delivery Schedule
  • Price
  • Past Performance

• Technical Capability Ratings: Acceptable (provided required NDT procedures and quality compliance evidence) or Unacceptable.

• Delivery Schedule Ratings: Acceptable (meets requested schedule) or Unacceptable.

• Past Performance Ratings: Acceptable (reasonable confidence based on record) or Unacceptable. Vendors with no past performance information will be rated Acceptable.

• Vendors must be registered in the System for Award Management (SAM) database.

• "Recent" for past performance is defined as within five (5) years from the solicitation issue date.

• "Relevant" for past performance is defined as similar in scope and complexity to the solicited effort.

This is a pre-solicitation notice for non-commercial products under Simplified Acquisition Procedures. It announces that a formal solicitation (Request for Proposal - RFP) will be posted on SAM.gov at a later date. This notice itself does not constitute a solicitation.

• Item 0001: TUBE SEAMLESS NICKEL COPPER ALLOY (NSN: 1H 4710 00-455-0197 X2), manufactured in accordance with Attachment 1.

• Item 0002: Data Requirements for Item 0001, including Material Certification (Data Item A001) and Procedure Approvals (Data Items A002, A003, A004), all in accordance with Exhibit A and its Attachment 1.

• Delivery Point: Portsmouth Naval Shipyard, Kittery, ME.

• Requested Delivery Schedule: 50 weeks After Receipt of Order (ARO).

• A written/paper solicitation will be posted on SAM.gov with the associated RFP number.

• Submission Instructions and Evaluation Criteria are provided in an attached document.

• The solicitation will incorporate provisions and clauses effective through FAC 2026-01 and DFARS Change 20251110.

• Solicitation Period: April 27, 2026, to May 11, 2026, at 10:00 AM EST.

• Small Business Standard: 1000 employees.

• This requirement will be solicited as a small business set-aside.
