A pre-tow conference will be held in Philadelphia, PA, and an Independent Marine Surveyor (IMS) must be obtained, with services included in the offer's price. The contractor is responsible for providing tow bridle, emergency tow lines, flooding alarms, navigation lights, day shapes, and performing NDT of barge deck fittings.
