This document is a Request for Quotation (RFQ) for the installation of a security fence and gate at the National Park Service (NPS), Tuskegee Institute NHS. This is a combined synopsis/solicitation for a commercial item, and no separate solicitation will be issued. The procurement is 100% set-aside for small businesses.

• Contract Type: Firm-Fixed Price.

• Period of Performance: July 1, 2026, to October 1, 2026.

• Delivery Date: October 1, 2026.

• Estimated Value: Not specified, but it is a small business set-aside.

• Quotations are due by June 18, 2026, at 5:00 PM EDT.

• Submission Method: Email to Jade_bynum@ios.doi.gov.

• Evaluation Criteria: Best value to the Government, based on lowest price technically acceptable. Factors include technical capability, price, and past performance.

• Discussions: The Government may award without discussions, but reserves the right to enter discussions or request revised offers.

• This procurement is a 100% small business set-aside.

• Offerors must be registered in SAM.gov and have a valid UEI number.

• Offerors must self-certify under NAICS code 238990 (All Other Specialty Trade Contractors) in SAM.gov.

• Offerors must not have any exclusions such as delinquent federal debt or debarment.

• A site visit is scheduled for June 4, 2026, from 9:30 AM to 11:00 AM EDT.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing chain-link fence and entrance gate surrounding the Tuskegee Institute National Historic Site (TUIN) / Tuskegee Airmen National Historic Site (TUAI) Maintenance Shop and Curatorial Storage area with a stronger security alternative.

• Provide all labor, equipment, and materials to install a new rod iron fence and entrance gate.

• Remove and properly dispose of the existing chain-link fence and gate offsite.

• Prepare the site for the new fence by removing vegetation and debris.

• Install approximately 1300 feet of 8-foot-high rod iron fence with security spikes.

• Install an 18-foot-long sliding entrance gate made of rod iron, with a power opener and push code option.

• Install a side manual gate for pedestrian access with a lock.

• Include necessary components such as fence panels, posts, post caps, and remotes.

• Clean up the project area upon completion and repair any damage, seeding bare soil with native grass to prevent erosion.

• Work to be completed within 90 days after notice to proceed.

• Contractor shall develop and maintain a quality program in accordance with commonly accepted commercial practices.

• Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

• On-site work to be completed during normal business hours: 8:00 AM to 4:00 PM, Monday through Friday, excluding Federal Holidays.

• Work is to be performed at the Tuskegee Institute National Historic Site, Tuskegee, AL 36088.

• Contractor must comply with OSHA, and local, state, and federal environmental guidelines.

• Contractor is responsible for the safety of employees and equipment, and for any injury or damage.

• Public safety is of utmost importance; minimize inconvenience to the public.

• Close coordination with National Park Service staff and COR is essential.

• Visitor safety is paramount; barricades, cones, and safety equipment must be in place.

• Contractor shall restore all disturbed surfaces to match existing finishes.
