This solicitation is for a firm-fixed price contract for herbicide application services for Chinese tallow trees (Triadica sebifera) at the U.S. Fish and Wildlife Service's San Bernard National Wildlife Refuge, Big Pond Unit, in Brazoria, Texas. • Period of Performance: August 3, 2026, to November 30, 2026.

• Quotes must be submitted on company letterhead with a total price and breakdown of costs.

• Offerors must provide one (1) copy of an itemized price proposal and one (1) copy of a technical proposal.

• The technical proposal should include a brief technical approach, proposed equipment, licensing/certifications, staffing/qualified personnel, compliance with regulations, and schedule capability.

• Offerors must include three examples of successful past performance on comparable herbicide application projects.

• Evaluation Criteria: Best Value - Trade Off. Factors include Technical Acceptability (pass/fail), Past Performance, and Price. Technical Acceptability and Past Performance are significantly more important than price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide herbicide application services for the treatment of invasive Chinese tallow trees (Triadica sebifera) within the Big Pond Unit of the San Bernard National Wildlife Refuge. The goal is to reduce invasive species and promote the growth of beneficial native plant species, thereby improving wildlife habitat.

• Apply herbicide (Clearcast, IMOX, or Castaway, with ammonium salt of imazamox 12.1% active ingredient) at a rate of 128 fluid ounces per acre.

• Treat approximately 308 acres within the Big Pond Unit, as delineated in Figure 1 and attached KMZ files.

• Utilize helicopter application for precision and drift reduction.

• Include all necessary adjuvants, surfactant, and drift control as per herbicide label instructions.

• Ensure full coverage of designated treatment areas.

• Application timing: Beginning of and during leaf senescence, from September 1st to October 31st.

• Application height: Not to exceed 10 feet above the canopy, unless necessary for pilot safety.

• Target vegetation mortality: Achieve 75% or greater mortality rate of target species within the project area.

• Weather conditions must meet herbicide label requirements.

• Application rates must adhere to label instructions.

• Period of Performance: Four (4) months, from August 1st, 2026, to November 30th, 2026.

• Place of Performance: Big Pond Unit of San Bernard National Wildlife Refuge.

• The contractor must furnish all supplies, equipment, materials, facilities, and services.
