Opportunity Details
This notice serves as market research to identify qualified vendors for two primary areas:
- T4 Subscale Missionization and Launch Execution: Support for one (1) T4 target. The period of performance (PoP) will align with the existing contract (HQ0147-19-C-0005) ending September 2027, with an expected extension through September 2030.
- T4 Subscale Engineering Services: Including requirements analysis, testing, verification, special studies, and support activities for the Missile Defense System test program. This effort is anticipated from September 2026 to September 2030.
MDA believes only NGSC can provide these services without substantial cost duplication or unacceptable delays, as NGSC has completed critical design and pre-missionization work, and MDA does not possess the full Technical Data Package (TDP).
Scope of Work (Engineering Services)
Engineering Services are performed via Task Instructions (TIs) and include:
- Pre-mission analysis: Developing mission execution specific test requirements, conducting Mission System Requirements Reviews and Mission Design Reviews.
- Post-mission analysis: Performing post-flight data reduction, kinematic updates, and signature performance assessments.
- Air-launch target preparation: Final target integration, missionization, kit integration, and assembly/integration/test of the Carriage Extraction System.
- Air-launch target execution: Supporting missile launch dress rehearsals and conducting target launch operations. These services are specific to T4 and Modified Ballistic Re-entry Vehicle (MBRV)-11, requiring direct knowledge of their design and capabilities.
Submission Requirements
Interested parties must submit responses addressing their ability to perform the required engineering services and/or mission planning, including a detailed schedule and cost estimate.
