Scope of Work
BIE requires a turnkey assessment system providing Next Generation Science Standards (NGSS)-aligned assessments that are culturally responsive, technically sound, and accessible to English Learners. The solution must include:
- Assessment Administration & Scoring: Production, delivery (paper and online), scoring, and quality assurance for annual assessments.
- Student Registration Portal: A secure online portal integrated with BIE's Student Information System (NASIS) for student data management.
- Reporting: Comprehensive paper and electronic reports, including Individual Student Reports (ISRs), parent reports, aggregate data, and EDFacts-compliant files.
- Training: Web-based and onsite training for test administration and data integration.
- Project Management: Weekly meetings, financial tracking, and management of deliverables.
- Helpdesk Services: Phone and online chat support across four U.S. time zones during critical periods.
Optional services for option years may include customization, new assessment development, interim assessments, and test item development, with BIE retaining full ownership of developed items.
