Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Commercial Off-the-Shelf (COTS) Professional Federal Financial Management (FFM) Training Certification courses, including pre-, during-, and post-course facilitation and management, to enhance the knowledge base of the VA workforce. The contractor will also assist in evaluating course offerings to provide return on investment data.

• Provide COTS FFM training certification courses.

• Offer virtual instructor-led training with a maximum class size of 20 government employees per course.

• Include instructor-developed materials and practical exercises.

• Ensure all electronic content and platforms comply with Section 508 accessibility standards.

• Support and administer the Federal Financial Management (FFM) Certification Program.

• Contractor Project Management Plan (CPMP): Outline approach, timeline, tools, schedule, milestones, risks, and resource support. Updated within 5 business days of material change.

• Technical Kickoff Meeting: Held within 10 business days after award. Contractor to coordinate date/time/location (virtual) and present approach, work plan, and project schedule.

• FFM Certification Program Support: Includes provider accreditation, virtual training delivery, materials/mentoring, and 508 accessibility compliance.

• Monthly Status Reports (MSR): Delivered within 5 business days after month-end, including metrics on courses, students, exams, and voucher status.

• Course Schedule: Draft within 20 business days of award, finalized within 3 business days of government comments.

• Course Description Factsheets: One-page fact sheets for each course, delivered within 10 business days post-award.

• Functional Area Mapping: Showing how courses map to IT functional areas, delivered within 20 business days post-award.

• Registration Tracking, Reporting, and Customer Service Support: Approximately 8 hours per week.

• Kirkpatrick's Standard Evaluations: Administer Levels 1 and 2, delivered in Quarterly Kirkpatrick Reports.

• Training Levels: Includes Level I (Foundational), Level II (Intermediate), Level III (Advanced), and Level IV (Expert) FFM Certification Training, each with specific scopes, durations, and expected outcomes.

• Optional Tasks: May include additional course offerings equivalent to Levels I-IV.

• Initial CPMP delivered within 10 business days (100%).

• Updates to CPMP within 5 business days (95%).

• Agenda submitted 5 business days prior to kickoff meeting (98%).

• Meeting within 10 days of award (100%).

• Final deck submitted within 3 business days after kickoff (100%).

• Monthly Status Reports delivered within 5 business days of month-end (95%).

• Course Schedule draft within 20 business days of award (100%).

• Course Description Factsheets delivered within 10 business days (100%).

• Functional Area Mapping delivered within 20 business days (100%).

• Registration support provided for 8 hours/week (95%).

• Kirkpatrick's Standards Evaluations delivered within 5 business days post-quarter close.

• Period of Performance (POP): One 12-month base period with three (3) 12-month Option Periods.

• Place of Performance: All work shall be completed remotely.

• Contract Type: Firm Fixed Price (FFP).

• Government-Furnished Information, Equipment, and Facilities: None provided; contractors must utilize their own resources.

• Key Personnel: Contractor shall designate a Project Manager with a BA/BS degree and relevant experience in managing large-scale training programs.

• Security Requirements: Compliance with VA security policies, including background investigations, information security, and privacy language. Position sensitivity is Low/NACI for tasks 3.1-3.8.

• Travel: Not anticipated or authorized. Teleconferencing and video conferencing are required.

• Material Other Direct Costs: Not required.

Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA) Office of Information & Technology (OIT) Office of IT Budget & Finance (ITBF) to identify qualified vendors capable of providing a Federal Financial Management (FFM) Certification Program. This is for information and planning purposes only and is not a solicitation. The government is seeking market information on capable sources for services related to FFM Certification.

Vendors are requested to provide:

• Company Information: Name, CAGE/DUNS, Address, POC, Phone, Email, Socio-Economic Category.

• Technical Approach Summary:

  • Proposed pricing structure (e.g., per course/learner, tiered, bundled, voucher).
  • Application of pricing to optional tasks.
  • Approach to offering courses similar to FFM Certification Levels 1-4 (including titles, outlines, duration, modality, learner outcomes, pass rates).
  • Typical lead times, minimum enrollment, cancellation/reschedule policies, surge staffing plans.
  • Approach to issuing, tracking, and reconciling Certification Test Vouchers.
  • Definition of measurable outcomes (completion rates, pass rates, satisfaction, skill application).
  • Access to learning analytics (dashboards, exports, API) and data retention policies.
  • Identification of any additional recommended requirements for the FFM curriculum, exam prep, and certification outcomes (e.g., new modules, federal case studies, VA policy alignment), including estimated LOE, schedule, and cost.
