Presolicitation Notice

This notice indicates the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), National Center for PTSD (NCPTSD) intends to sole source a requirement for a contractor to plan, coordinate, support, and deliver training for non-VA providers. The training will focus on Military Culture, Assessment of PTSD, and Assessment and Management of Suicide Risk. The goal is to enhance community providers' knowledge and improve veteran outcomes related to PTSD co-occurring diagnoses by bridging identified training gaps.

• The government intends to negotiate with only one source using FAR subpart 12.201-1 and Part 12 simplified procedures for commercial items.

• Market research indicates no other vendor can meet the unique standards for which VA facilities and programs are currently accredited.

• This notice is NOT a request for competitive proposals.

• Vendors who believe they can meet these requirements in the future should respond with a brief description of their capability, their socioeconomic status and size (large or small), and a copy of their Capability Statement.

This is a notice of intent to proceed with a sole source requirement using simplified procedures for Post Traumatic Stress Disorder (PTSD) Training and Assessment. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), National Center for PTSD (NCPTSD) requires a contractor to plan, coordinate, provide support for, and help deliver specialized training to non-VA providers who treat Veterans. The training topics include Military Culture, Assessment of PTSD, and Assessment and Management of Suicide Risk. The goal is to enhance community providers' knowledge to improve Veteran outcomes related to PTSD and co-occurring diagnoses.
