Scope of Work
The primary requirement is for 95 Fire Extinguisher Cartridges (NSN: 1377001720428ES or alternates) for UH-1N aircraft, with delivery within 18 months After Receipt of Order (ARO) to Hill Air Force Base, UT. Additionally, data deliverables (Item 0002) are required within 1 calendar day ARO, including Ammunition Data Cards (ADCs), Engineering Change Proposals (ECPs), Notices of Revision (NORs), Lot Acceptance Test Plans/Reports, Failure Summary & Analysis Reports, Obsolescence Alert Notices, and Diminishing Manufacturing Sources and Material Shortages (DMSMS) Health Assessment Reports.
Technical Requirements
This opportunity involves stringent technical requirements for these hazardous materials (Class 1.4S, UN0323). Contractors must adhere to detailed specifications for:
- Packaging: MIL-STD-2073-1, ISPM No. 15 for wood packaging, and specific Special Packaging Instructions (SPIs) for various cartridge types.
- Marking: MIL-STD-129, MIL-STD-130, and the CAD/PAD Item Marking Instruction Version 1.6, including Data Matrix ECC 200 for UID Machine Readable Information (MRI).
- Data Submission: ADCs must be prepared using the Worldwide Ammunition-data Repository Program (WARP) and comply with MIL-STD-1168. All data deliverables are specified in Contract Data Requirements Lists (CDRLs) and require electronic submission via Wide Area WorkFlow (WAWF).
- Quality Control: Procedures for rework and repair of nonconforming material (ES7034) are defined, requiring documentation and government approval.
Qualification & Eligibility
This acquisition is unrestricted but limited to qualified sources. New sources must submit a comprehensive qualification package and receive approval from the Air Force Engineer prior to contract award. The qualification effort is estimated to take 360 days. Proposals from non-qualified sources will not be considered. Current approved sources include Kidde Aerospace, Applied Energy Technology Corp., and Mass Systems.
Evaluation & Award
Award will be based on a best value source selection, integrating an assessment of Technical/Technical Risk and Cost/Price. Technical factors (Qualified Vendor and Schedule) are significantly more important than cost. The Government reserves the right to award without discussions, so initial offers should represent the best possible price.
