This is a combined synopsis/solicitation for commercial products or services for a UK-Wide Consolidated CCTV BPA. The government is requesting quotations for CCTV equipment, installation, and maintenance services. This announcement serves as the only solicitation, and a separate written solicitation will not be issued.

• Comprehensive CCTV support services are required at multiple Royal Air Force (RAF) locations across the UK.

• Services include personnel, equipment, tools, and supervision necessary for a fully functional, integrated, and sustainable CCTV capability.

• Equipment must meet minimum performance standards outlined in the attached Performance Work Statement (PWS).

• Proposed equipment must conform to ONVIF (Open Network Video Interface Forum) Profile S and T standards for interoperability.

• This solicitation will result in the award of up to two (2) Multiple Award Blanket Purchase Agreements (BPAs).

• The total aggregate value for all call orders under these BPAs must not exceed $5,000,000.00.

• The ordering period for the BPAs is five (5) years, from 18 May 2026 to 17 May 2031.

• Maximum Call Order Limitation: $500,000 per call order.

• Minimum Call Order Limitation: $100.00 per call order.

• Quoters must submit a quote consisting of three volumes: Executive Summary, Technical (including Performance Management Plan), and Price Schedule.

• Quotes must be clear, concise, and include sufficient detail for evaluation.

• The Technical Factor will be evaluated on an Acceptable/Unacceptable basis.

• Price Reasonableness will be evaluated.

• The award will be made to the two (2) responsible Quoters whose quotations are technically acceptable and provide the most advantageous value to the Government.

• The Government reserves the right to award without negotiations.

• This acquisition is not set-aside for small business concerns.

• Call orders issued under the BPAs will be competed among the awardees.

• Quoters must propose a single Firm-Fixed-Price (FFP) for each item listed in Attachment 2 – Pricing Schedule.

• The F.O.B. point for all deliverables is Destination.

• Agreement Scope: Covers CCTV equipment, installation, and maintenance as specified by the Contracting Officer and listed on an approved price list.
• Modification/Cancellation: Either party can modify or cancel with 30 days' written notice. The government can cancel immediately if statutory or regulatory changes require it and parties cannot agree on modifications.
• Extent of Obligation: The government is only obligated to the extent of authorized calls placed against the BPA.
• Pricing: Contractor warrants prices will be the lowest offered to their most favored customer, including discounts. A specific, approved price list must be maintained and updated as needed. Price changes require Contracting Officer approval.
• Purchase Limitation: Individual calls under the BPA cannot exceed $500,000.00.
• Authorized Personnel: Only individuals identified by the Contracting Officer can place calls.
• Delivery Tickets: Must accompany all shipments and include specific information (Supplier Name, BPA/Call Number, Date, Itemized List, Quantity, Unit Price, Extension, Delivery Date, Caller Name).
• Cancellation: The BPA can be canceled with 30 days' notice or upon its expiration date (May 17, 2031).

• Firm-Fixed Prices: The prices listed are the maximum rates for each item. Contractors are encouraged to offer discounts.
• CCTV Parts: Includes a comprehensive list of parts from manufacturers such as BOSCH, Hanwha, and Pelco, covering cameras, monitors, and accessories.
• Services: Lists various services including installation, configuration, network design, VMS/NVR setup, maintenance (preventive and corrective), and cabling.
• Equipment Approval: If equipment not on this list is needed, prior written approval from the Contracting Officer is required.
• Discounts: Contractors may offer volume or other discounts on individual call orders.

This price list is critical for bidders to understand the cost structure for the opportunity. It details the approved components and services, along with their maximum unit prices. Bidders must use these prices to build their quotes and should consider offering competitive discounts. Any deviation from this list requires formal approval, impacting procurement and proposal strategy.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive and flexible solutions for the procurement, installation, and lifecycle maintenance of Closed-Circuit Television (CCTV) systems for the United States Air Force (USAF) across key installations within the United Kingdom. The goal is to enhance security, protect assets, and ensure force protection.

• Procurement, design, installation, and maintenance of CCTV equipment and software.

• System design and installation for facilities with no existing CCTV capability.

• Sustainment, integration, and modernization of existing CCTV systems.

• Corrective and preventive maintenance services.

• Network infrastructure design, installation, configuration, and maintenance for CCTV systems.

• On-Site Response for Critical Failures: Within 48 hours of Government notification.

• Critical Failure Restoration: 95% of critical failures restored to Full Operational Capability within 72 hours.

• Non-Critical Failure Restoration: 95% of non-critical failures restored to Full Operational Capability within 10 calendar days.

• Deliverable Submission: 100% of required "as-built" documentation and maintenance reports submitted by the established deadline.

• Camera systems must provide sufficient resolution to identify individuals at a minimum distance of 15 meters.

• Systems must provide a minimum of thirty (30) calendar days of continuous, high-definition video recording and storage.

• Period of Performance: 18 May 2026 – 17 May 2031

• Place of Performance: Royal Air Force (RAF) Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Feltwell, RAF Molesworth, RAF Croughton, RAF Fairford, RAF Blenheim Crescent, RAF Menwith Hill, RAF Welford, and RAF Barford St. John.

• Equipment must conform to ONVIF Profile S and T standards for interoperability.

• Contractor shall provide a complete set of "as-built" drawings and system configuration documentation within 15 calendar days of installation.

• Critical failure defined as 25% or more of cameras inoperable, loss of centralized recording, or significantly degraded perimeter surveillance.

• Non-critical failure defined as less than 25% of cameras inoperable, centralized recording operational, or perimeter surveillance not significantly degraded.

• Contractor personnel require proper credentials and undergo background checks (HAC vetting) for UK access.

• Adherence to Operational Security (OPSEC) requirements.

• Compliance with environmental, health, and safety regulations, and energy conservation practices.
