Scope of Work
The contractor will provide non-personal services, including personnel, equipment, tools, and supervision, for the procurement, design, installation, and lifecycle maintenance of CCTV systems. This encompasses:
- System design and installation for new facilities.
- Sustainment, integration, and modernization of existing CCTV systems.
- Corrective and preventive maintenance services.
- Network infrastructure design, installation, configuration, and maintenance for CCTV systems.
Performance standards include on-site response for critical failures within 48 hours, 95% restoration of critical failures within 72 hours, and 95% restoration of non-critical failures within 10 calendar days. Systems must provide sufficient resolution to identify individuals at 15 meters and offer 30 days of continuous, high-definition video recording.
Contract Details
- Contract Type: Multiple Award Blanket Purchase Agreement (BPA).
- Number of Awards: Up to two (2) BPAs.
- Period of Performance: Five (5) years, from May 18, 2026, to May 17, 2031.
- Aggregate Value: Total aggregate value for all call orders under these BPAs not to exceed $5,000,000.00.
- Call Order Limits: Maximum $500,000.00 per call order; Minimum $100.00 per call order.
- Set-Aside: This acquisition is not set-aside for small business concerns.
- Place of Performance: RAF Lakenheath, RAF Mildenhall, RAF Alconbury, RAF Molesworth, RAF Croughton, Fairford, RAF Blenheim Crescent, RAF Menwith Hill, RAF Welford, RAF Barford St. John, and RAF Feltwell.
Submission & Evaluation
Quoters must submit a quote consisting of three volumes: Executive Summary, Technical (including Performance Management Plan), and Price Schedule. Quotes must be clear, concise, and provide sufficient detail for evaluation. The Technical Factor will be evaluated on an Acceptable/Unacceptable basis, and Price Reasonableness will be assessed. Award will be made to the two responsible quoters whose proposals are technically acceptable and offer the most advantageous value to the Government. The Government reserves the right to award without negotiations.
