Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products and services, issued as a Request for Quotation (RFQ) under FAR Part 12. The acquisition is a Total Small Business Set-Aside. The project involves securing services for coniferous tree planting on 283 acres within the Umatilla National Forest, North Zone (Pomeroy and Walla Walla Ranger Districts). The NAICS code is 115310 with a size standard of $11.5 million.

• Coniferous tree planting using hand tool (hoedad) method.

• Planting of Western Larch (LAOC) and Ponderosa Pine (PIPO) seedlings (160-plugs).

• Work to be performed across an elevational gradient of approximately 1,000ft – 1,500ft.

• Contractor to furnish all supplies and materials except Government-furnished seedlings.

• Unit price is per acre.

• Contract type: Firm Fixed Price.

• Period of Performance: Estimated start May 11, 2026; estimated end May 22, 2026.
