Statement of Work (SOW)

This SOW outlines the scope of work to perform surface preparation, paint applications on walls and door frames, install 2x2 LED dimmable lights, and replace ceiling tiles and grid systems at Bldg. 2592 CUDE Suite 304, located on USACE Mission Support Battalion. The project requires adherence to industry standards, environmental responsibility, and compliance with Unified Facilities Guide Specifications (UFGS).

• Ceiling Tile and Grid System: Removal of existing acoustical ceiling tiles (ACT) and suspension grid system, disposal of debris according to local regulations, and installation of new 2x2 suspended ceiling grid with High NRC Square Lay-in tiles. Tiles must be aligned, level, and perimeter trim secured.

• Wall Painting: Preparation includes cleaning surfaces, removing fasteners, patching damage, and sanding. Application requires one coat of primer and two finish coats of SW7050-Eggshell paint, achieving a Level 4 drywall finish. Protection of flooring, fixtures, and windows is required.

• Door Frames and Trim Painting: Preparation involves sanding metal frames to remove rust or rough spots. Application requires two coats of Bronze Semi-Gloss paint. Door hardware must be protected.

• Lights: Removal and installation of new 2x2 dimmable LED lights (4000 lumens, plenum rated) and a new 2x2 supply diffuser.

• The period of performance shall not exceed 120 days from the date of award.

• Location: Bldg. 2592 CUDE Suite 304, USACE Mission Support Battalion, Alexandria, VA 22315.

• Work Hours: All work to be performed during normal working hours, allowing facility personnel flexibility to maintain operations.

• Contractor Responsibilities: Maintain a clean, safe, and organized workspace; protect floors and fixtures; responsible for off-site debris removal.

• Security: Compliance with applicable installation, facility, and area commander security policies and procedures is required. This includes background checks, identity verification (E-verify), and adherence to local security policies. Employees without appropriate clearance will be escorted.

• Accident Prevention: Contractor must comply with EM 385-1-1, provide safety equipment, and adhere to OSHA standards. A written accident prevention proposal is required within 10 working days of award.

• Quality Control: Contractor must develop and maintain a Task/Delivery Order Quality Control Program (QCP).

• Deduction: Contractor will not be reimbursed for services not performed.

• A final walk-through with the client will be conducted.

• Paint must be uniform in color and sheen, with no visible defects.

• Ceiling tiles must be properly seated, and door frames clean of paint.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for the renovation of Suite 304 at the USACE Mission Support Battalion. The U.S. Army Corps of Engineers Headquarters requires surface preparation, painting on walls and door frames, installation of 2x2 LED dimmable lights, and complete replacement of ceiling tiles and grid systems. This acquisition is being solicited as a small business set-aside.

• Quotes must be received no later than Friday, July 10, 2026, 6 pm EST via email.

• A site visit is strongly recommended for Wednesday, July 1, at 9 am. Contractors must meet at the CUDE Building 2592, 7701 Telegraph Road, Alexandria, Virginia 22315.

• Offerors must submit a signed and dated offer on company letterhead with unit prices, extended prices, discount terms, tax identification number, CAGE code, and UIN.

• Electronic submissions via email are required to Richard.C.Klein@usace.army.mil.

• Evaluation factors: Technical Capability/Approach, Past Performance, and Price.

• Technical work plan limited to ten (10) typed pages.

• Past Performance requires two references for similar work performed in the last two years.

• Price will be evaluated for reasonableness.

• The Government intends to award a contract without discussions.

• Small business set-aside.

• Contractors must be registered in the System for Award Management (SAM) database.

• Offerors must be US Citizens or US Nationals and possess a valid Government ID.

• Applicable Wage Determination (VA20260137) is attached.

• OSHA-certified competent person required onsite during working activities.
