Quick Summary
The Department of the Air Force, through the 628th Contracting Squadron, is soliciting quotations for the complete removal and replacement of existing electronic lock systems in Unaccompanied Housing (UH) facilities at Joint Base Charleston (JB-CHS), South Carolina. This requirement includes the installation of a new, stand-alone Dormakaba RT Plus RFID lock system for 675 doors, associated hardware, programming, and training to standardize electronic lock systems across the base. This acquisition is not set aside for small business concerns. Quotes are due by April 13, 2026, at 11:30 AM EST.
Scope of Work
The project involves removing existing Onity electronic magstripe lock sets, hard key lock sets, key encoders, and desktop CPUs. The contractor will then install and configure the new Dormakaba RT Plus RFID lock system, retrofitting 675 doors across buildings 461(AB), 464(AB), 466(AB), 473(AB), 479(AB), and 1502(NWS). This includes installing Community Access Control Software, PC System, encoders, dress plates, strike plates, and high-security cores for a uniform appearance. All new locks, credentials, and the Community Access Control System must be programmed to integrate with the existing system in Building 460(AB). Comprehensive on-site training for JB-CHS UH staff on system programming, auditing, maintenance, and troubleshooting is required. The system must be ANSI Grade 1 certified and UL listed for fire doors. Two separate standalone Community systems are required for the Air Base and Naval Weapon Station campuses, with specific keying plans including Master Keys and BEST 7-pin SFIC cores for mechanical override. All equipment must be new, and a minimum two-year warranty is required.
