The place of performance is 100% on-site at Fort Bliss and its outlying training areas, including McGregor Range, Oro Grande, and Dona Ana Base Camps.

Scope of Services

The contractor will provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services for the movement, handling, and inventory management of UH furniture and appliances. Key tasks include:

  • Moving approximately 100 pieces of furniture daily, totaling an estimated 25,000 pieces annually.
  • Conducting annual inventories for approximately 44,000 pieces of furniture.
  • Loading and unloading furniture and equipment weighing up to 200 pounds.
  • Assembling, disassembling, and placing furniture, including light dusting and cleaning.
  • Maintaining UH furnishing inventory records using the eMH system, including clerical support for hand receipts and documents.
  • Adhering to detailed Standard Operating Procedures (SOPs) for hand receipt management during change-of-command inventories and Commander's Briefing Procedures.
  • Servicing a large scale of facilities, including 331 Permanent Party buildings (22,623 bed spaces) and 49 Temporary Transit buildings (5,956 bed spaces) across West, Central, and East Fort Bliss, as well as various range facilities.

Anticipated Contract & Requirements

This is anticipated to be a Firm-Fixed Price contract. The likely period of performance, as detailed in the PWS, includes a one-month phase-in, an 11-month base year, four 12-month option years, and a potential 6-month extension. The contractor will be responsible for damages to government property and FMO warehouses.
