Statement of Work (SOW) / Performance Work Statement (PWS)

To provide unarmed security guard services for the U.S. Coast Guard (USCG) Sector New Orleans, ensuring the protection of personnel, property, facilities, and land.

• Provide all necessary labor, materials, equipment, and supervision for unarmed security guard services.

• Guards must be licensed private security guards, possess a valid driver's license, and pass a background check.

• Primary responsibilities include deterring, detecting, delaying, denying, and devaluing threats, and assisting in ensuring the safety of employees and visitors.

• Key functional requirements include Access Control, Screening, Visitor Processing, and Common Tasks, encompassing 46 critical tasks.

• The contract will have a one-year base period with four option years.

• Performance will take place at Sector New Orleans, located at 200 Hendee Street, New Orleans, LA.

• Guards must be licensed in Louisiana and New Orleans.

• Contractor must maintain a pool of qualified employees for relief.

• Employees must adhere to specific grooming, appearance, and training standards.

• Contractor must develop and implement a Safety Program, Accident Prevention Plan (APP), and Activity Hazard Analyses (AHAs).

• Contractor personnel must possess a valid (RealID Compliant) state-issued identification for facility access.

• Contractor must attend a Post Award Conference within five business days of award.

• Contractor is responsible for all required permits, licenses, and authorizations.

• Contractor must ensure employees possess a current security guard registered license and state/local firearms permit prior to employment.

• Contractor is responsible for any damages to Government property resulting from negligence.

• Contractor must provide radio communication devices for guards to communicate with the Quarterdeck and/or Command Center.

• Contractor must conduct joint inventories at the beginning and end of the contract period.

• Contractor must assume responsibility for Government-furnished facilities and take precautions against hazards.
