Contract & Timeline
- Type: Commercial Solutions Opening (CSO), open solicitation.
- Duration: Remains open in perpetuity until canceled by the U.S. Army. Individual "Call for Solutions" (C4S) will specify response times.
- Award Instruments: May include FAR Part 12 Commercial Procedures, FAR Part 16 fixed-price contracts, and non-FAR agreements such as Other Transactions (OTs) under 10 U.S.C. 4022 and 4023. Iterative prototyping is supported for OT awards.

Submission & Evaluation
Companies can respond via two methods:
- Innovative Warfighter Solutions (IWS): Submit solution briefs to any AOI. Submissions not immediately selected are retained in a "Solution Basket" for future consideration (up to three years). The IWS process involves up to three phases: Solution Brief (Phase I), Live Demonstration/Pitch (optional Phase II), and Commercial Solution Proposal (CSP) (Phase III). Phase I Solution Briefs are limited to 5 pages or 15 slides, submitted as a single PDF, and evaluated on Technical Merit, ROM/Schedule feasibility, and Company Viability.
- Call for Solutions (C4S): Respond to specific government-issued calls posted as amendments on SAM.gov. Each C4S will detail its own submission requirements, evaluation procedures, and timelines.
Eligibility: Companies must have a Unique Entity Identification (UEI) number and an active registration in the System for Award Management (SAM), maintained throughout the period of performance. Registration in the Wide Area Work Flow (WAWF) invoicing system is also required. Vendors must be responsible and not suspended or debarred.
Additional Notes
Only a warranted Government Contracting/Agreements Officer can contractually bind the Government. Non-Government advisors may be used in evaluations, with signed Non-Disclosure Agreements (NDAs) in place; proprietary information will be protected if clearly labeled. The Government will not pay for solution brief or proposal preparation unless explicitly authorized.
