Underwater Remotely Operated Vehicles

This document outlines the requirements for the procurement of two Remotely Operated Vehicles (ROVs) to enhance operational capability, safety, and efficiency at C970 SIMA Mayport. The ROVs will be used for underwater inspections, maintenance support, and search and recovery operations in naval vessels and associated infrastructure, particularly in low-visibility and hazardous environments. The goal is to improve mission efficiency, reduce dive time, and increase maintenance turnaround.

• Quantity: Two Remotely Operated Vehicles (ROVs) with peripherals.

• Depth Rating: Minimum 280 Meters (approx. 1,000 ft).

• Camera System: Ultra-HD 4K (3840 x 2160) resolution with mechanical tilt (+/-30°).

• Lighting: Integrated LED system, minimum 3,000 Lumens, adjustable dimming.

• Manipulator Arm: Electric modular arm with minimum 2kg lift capacity and 600N closing force.

• End-Effectors: Interchangeable Quad Jaws and Soft Jaws.

• Tether System: High-strength, neutral/slightly positive buoyancy, minimum 130m length.

• Sensors: Integrated IMU, Depth Sensor, and Water Temperature Sensor.

• Portability: Man-portable system (excluding tether), housed in a ruggedized, waterproof case.

• Battery: 4 Standard Batteries.

• Documentation: One year extended warranty with an option for an additional year.

• Delivery Timeline: Items are needed 4-6 weeks After Receipt of Order (ARO).

• Delivery Location: Naval Station Mayport, Southeast Regional Maintenance Center (SERMC), Bldg. 1488 Massey Avenue, Jacksonville, FL 32228.

• Special Delivery Instructions: Delivery between 8:00 AM – 3:00 PM EDT, Monday through Friday, excluding holidays, unless coordinated with the Government Technical Point of Contact.

• Inspection Requirements: Inspection and acceptance at the Destination/Government facility by SERMC Code 970, including visual inspection for quality/defect and testing for functionality/performance. Any defects will be communicated for replacement/repair per warranty clauses.

• Contractor Access: Contractors must secure necessary permits and base access passes. U.S. Owned or Foreign Owned, Controlled or Influenced (FOCI) entities must identify themselves. U.S. citizen personnel of FOCI entities require specific documentation for base access. U.S. Owned company personnel require vehicle registration, proof of insurance, and driver's license. Infrequent access (<30 days/year) requires daily passes unless registered in DBIDS.

• DBIDS: Information is provided on obtaining Defense Biometric Identification System (DBIDS) credentials for base access, including requirements for those with and without a Navy Commercial Access Control System (NCACS) card.

Sources Sought Notice

This notice is for market research purposes only to determine the availability of U.S. Small Business Administration (SBA) certified 8(a), Service Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Women Owned Small Business (WOSB), and/or Small Business (SB) contractors capable of providing Remotely Operated Vehicles (ROVs).

The ROVs will be utilized for underwater inspections, maintenance support, and search and recovery operations on naval vessels and associated infrastructure. Key requirements include:

• Depth rating of 280 meters
• 4k camera system
• LED lighting of 3,000 lumens
• Manipulator arm
• Tether system
