Unidirectional Hydrant Flushing and Repair

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain the hydrant and potable and sanitary systems at Edgewood, Aberdeen Proving Ground, and Adelphi through timely replacement, repair, and inspection.

• Perform unidirectional flushing of potable utilities and develop a compatible database for integration into APG's existing GIS/Database platform.

• Identify and document all flushing sequence locations for potable and sanitary systems.

• Record flushing sequences for clear understanding and replication.

• Inspect fire hydrants for appearance, accessibility, leakage, and operational functionality per AWWA M-17, NFPA 291, and ISO requirements.

• Inspect main line valves for accessibility and functionality per AWWA M-44.

• Operate identified main line valves to verify function.

• Compile fire hydrant and main line valve inspection data, and flushing sequence information into an Excel spreadsheet.

• Repair and replace fire hydrants and potable/sanitary water lines as needed.

• Monitor water meters for usage and perform maintenance/calibration.

• 100% Compliance, Zero Deviation from standard for regular maintenance and repairs.

• 95% Compliance, no more than 2 discrepancies found per month for regular maintenance and repairs.

• Emergency response for repairs on an as-needed basis.

• Surveillance methods include random checks, scheduled verification, customer feedback, and verification of completed work.

• Work to be performed at Aberdeen Proving Ground (APG) South, Edgewood, and Adelphi.

• Contractor support hours: Monday - Friday, 06:30 – 17:00.

• Contractor personnel must have active security clearances.

• Compliance with safety regulations (e.g., EM 385-1-1, OSHA).

• Required training includes Anti-Terrorism (AT) Level I, OPSEC, iWatch, and Information Assurance (IA).

• Development and submission of a Quality Control Plan (QCP) and Accident Prevention Plan (APP).

• Adherence to environmental compliance standards.

• Management of Government Property (GP) and provision of Contractor Furnished Items and Services.

• Submission of Service Contract Reports (SCR) via SAM.gov.
