Quick Summary

The Department of the Army is seeking mature, commercially available software solutions for a Unified Communications Platform. This platform will bridge legacy and modern tactical voice systems, enhancing real-time collaboration and secure communication for warfighters. The Army anticipates awarding a Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period. White Papers are due April 30, 2026, by 1700 EDT.

Purpose & Scope

The Army requires a unified communications software platform to provide interoperable capabilities within its tactical voice architecture. The objective is to integrate Combat Net Radios, telephony, IP devices, MANET, mobile devices, and legacy hardware into a single voice environment. This recurring annual requirement supports Command and Control Network Optimized for Warfighting (C2NOW) fielding, ensuring operational effectiveness and real-time connectivity.

Key Requirements

The software must support real-time collaboration (messaging, file sharing, video conferencing, virtual meeting rooms), provide advanced analytics and reporting, and include end-to-end encryption. Key solution characteristics include: system/hardware agnostic architecture, multicast stream ingestion, VoIP interoperability, dynamic talk group management, scalability, mobile device integration, offline/disconnected (DDIL) operation, server-based/serverless options, modular cloud-native microservices, Kubernetes deployment, and access control. The platform is expected to operate across multiple classification levels (IL-2 to IL-6) with cross-domain capability.

Contract Details

  • Type: Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Duration: 5-year ordering period
  • Set-Aside: None specified (requires commercial solutions)
  • Place of Performance: Aberdeen Proving Ground, MD
  • Product Service Code: 7G21 (Digital Network Communications Hardware, Software, and Other Equipment)

Submission & Evaluation

  • White Papers Due: April 30, 2026, 1700 EDT
  • Questions Deadline: April 24, 2026, 0900 EDT
  • Submission Method: Email to Contracting Officer and Specialist (as per the Call for Solutions).
  • Evaluation Process: Up to three steps: White Paper submission, Demonstration (optional), and Award Negotiations. White Papers will be assessed against Gate Criteria (Commercial Solution Experience, Solution Maturity) and Full Evaluation Criteria (Technical Capability, Solution Maturity & Past Performance, Data Rights, Price), with all criteria weighted equally.
  • CUI Access: The Statement of Objectives (SOO) contains Controlled Unclassified Information (CUI). Offerors must use the "Request Access" button on SAM.gov and verify CMMC Level 1+ compliance to gain access. Early submission is strongly encouraged. Contacts are provided for CMMC Level 1+ vendors unable to use the SAM.gov feature.

Key Clarifications

Teaming arrangements will be evaluated equally if justified. Integration with existing/third-party radio interface devices is acceptable; the vendor is not expected to provide physical radio hardware. A mature, fully operational solution is required by June 1, 2026.
