• Acceptable Performance Levels (APL): Defined for timely performance, compliant pre-removal, removal, and post-removal activities. Failure to meet APLs may result in deductions or negative past performance.

• Documentation: Comprehensive documentation, including manifests, certificates of disposal/destruction/recycling, and annual reports, is required.

• Period of Performance: One 30-month Base Period followed by one 30-month Option Period.

• Place of Performance: U.S. military installations throughout the United Kingdom.

• Personnel: Contractor personnel must be qualified, trained, and possess necessary credentials (e.g., ADR training, HAZWOPER, DBIDS enrollment).

• Facilities: Only Treatment, Storage, and Disposal Facilities (TSDFs) listed on the DLA Qualified Facilities List (QFL) are permitted.

• Security: Compliance with installation access requirements (e.g., DBIDS) and vehicle/container security measures is mandatory.

• Reporting: Timely notification of removals, spills, and delays is required. Annual waste reports are also mandated.

• Contract Type: Firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract.
