Statement of Work (SOW)

To replace two existing split system HVAC units in the IT office space within the Hangar Building at U.S. Coast Guard Air Station Sitka, AK.

• Provide all labor, equipment, parts, and materials for the complete removal and replacement of two split system HVAC units.

• This includes the air handling units located in the ceiling space, the outside condensing units, refrigeration lines, and associated heating coils.

• The work is to be performed at the Hangar Building, Air Station Sitka, AK.

• Work must be completed and usable within 10 workdays of mobilization.

• The Contractor shall provide a one-year warranty on the supplied equipment and labor from the startup date.

• Final acceptance is contingent upon the COR approving the job site's appearance after cleanup.

• Completion required within 30 calendar days from acceptance of submittals.

• Work to be performed during normal base working hours (0700-1600, Monday-Friday), unless prior permission is obtained.

• Mobilization to the site must occur within 10 workdays of materials arriving.

• Government Facilities: Contractor must provide portable restrooms; electrical power is available but must not be overloaded; telephone services are not available.

• Materials: Deliver in original unopened packages, store according to manufacturer recommendations, protect from elements, and prevent construction materials/debris from entering airfield areas.

• Safety: Contractor is wholly responsible for work site safety, implementing a safety program, and complying with OSHA and local regulations. "Hot Work" requires a permit obtained 24 hours in advance.

• Environmental Compliance: Adhere to local VOC laws, provide SDS, manage waste according to RCRA, and comply with storm water permits. All discharges to storm drains are prohibited.

• Labor Laws: Davis Bacon Act applies.

• Submittals: Required submittals include Work Schedule, New Split System Units Product Data, New Heating Coil Product Data, Installation/Operation/Maintenance Manuals, and Equipment Warranty Information.

• Technical: Replace Leibert MiniMate2 MMD36E units (or equivalent) with new systems meeting or exceeding current specifications. New systems must connect to the building management system via BACnet. Contractor is responsible for tie-in to existing electrical circuits and verifying their suitability.

• Site Restoration & Cleanup: Daily cleanup required; site must be returned to its original state of cleanliness upon completion. All waste must be properly disposed of.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for services required at USCG Sitka, Alaska. The Base Ketchikan/Juneau serves as the single point of contact for Coast Guard operations within the 17th District. Award is contingent on the availability of funding and a signed award.

• The specific work to be performed is detailed in the attached specifications.

• All shipping costs to the required location (SITKA, AK 99901) must be included in the total amount.

• Quotes/proposals must be FOB DESTINATION ONLY. Other terms will be deemed non-responsive.

• Delivery shall not occur on Federal holidays unless prior approval is received.

• Award will be made to the lowest priced technically acceptable/qualified contractor.

• Preparation of quotes is voluntary and at no cost to the government.

• Quotes must be submitted by the date specified herein.

• Invoices and the completed Material Inspection and Receiving Report (DD-250) shall be submitted electronically IAW FAR 52.212-4 to the USCG Finance Center Website using Invoice Routing Code: SILC PCB-2.

• Payment will be made electronically IAW FAR 52.232-33.
