Quick Summary

The General Services Administration (GSA), Public Buildings Service, is seeking Expressions of Interest to lease 13,523 ABOA square feet of office space in Lawrence, Massachusetts. This presolicitation is for a 10-year full term, with a 5-year firm term. The government is considering alternative space if economically advantageous, as their current lease in Providence, RI, is expiring. Expressions of Interest are due by April 10, 2026.

Scope of Work

The GSA requires 13,523 ABOA square feet of office space within the Central Business Area (CBA) of Lawrence, MA, along with 66 parking spaces. Key requirements for the space include:

  • Location: Must be in a prime commercial office district with attractive surroundings. It should not be near residential areas, railroad tracks, power transmission lines, establishments selling alcoholic beverages/firearms, or drug treatment/detention facilities. The space must not be located within the 1%-annual-chance flood plain or wetland unless no other practical alternative exists.
  • Accessibility & Parking: Adequate and available parking must be nearby (within 2 walkable blocks preferred). Regularly scheduled public transportation (if provided by municipality) is required within 2 city blocks or 1,200 feet.
  • Space Configuration: The office space must be contiguous, on one floor, with a minimum ceiling height of 9 feet and a maximum of 12 feet. It requires two lines of windows for natural lighting. The configuration must be conducive to an efficient layout, avoiding atriums, extremely long/narrow runs, or irregularly shaped spaces. Columns cannot exceed 2 feet square, and space between columns/walls must be at least 20 feet. No below-grade space or living quarters within the building are acceptable.
  • Lease Terms: The Government requires a fully serviced lease, including all services, janitorial supplies, utilities, and tenant alterations. The Government will have 24/7 access to the space. Subleases are not acceptable.
  • Compliance: The offered space must meet or be capable of meeting Government requirements for security, fire life safety, accessibility, seismic, and sustainability standards. If above ground level, at least two accessible elevators are required.
