This notice is issued by the Defense Information Systems Agency (DISA) on behalf of the United States Marine Corps (USMC) to determine the capability of small and large businesses to provide Electronic Security System (ESS) solutions. The goal is to procure streamlined delivery of Marine Corp Electronic Security System (MCESS) solutions, integrating Intrusion Detection Systems (IDS), Automated Access Control Systems (AACS), Closed Circuit Television (CCTV), and Mass Notification Systems (MNS) for various Marine Corps installations worldwide.

Respondents must demonstrate experience and provide evidence of current personnel certifications for:

• AMAG Symmetry
• Genetec SecurityCenter
• Cisco Certified Network Associate, CompTIA Security+, or CompTIA Network+
• SIRCOM Smart Alert System Administrator Certification
• SIRCOM Certified Engineer/SME Certification

Detailed technical capabilities are required for:

• Intrusion Detection Systems (IDS): Software configuration/programming and physical installation in restricted areas, ICD 705 Sensitive Secure Areas, Armories, and Magazines. Specific experience with DMP, AMAG Symmetry, and integrating firewalls is requested.

• Automated Access Control Systems (AACS): Software configuration and physical installation, including programming AMAG Symmetry v8+ in virtual/cloud environments and installing associated hardware.

• Mass Notification Systems (MNS): Software configuration, programming, and physical installation. Experience with MadahCom/Cooper Notification/Eaton WAVES, SiRcom Smart Alert, and associated equipment is required.

• Closed Circuit Television (CCTV) Systems: Software configuration, programming, and physical installation. Experience with Axis IP cameras, Genetec AutoVu/RSA, FLIR/AXIS radars, and Genetec in virtual/cloud environments is requested.

• Facility Clearance: Must possess a Secret facility clearance.

• OEM Agreements: Evidence of reseller/purchasing agreements with AMAG, DMP, Genetec, CISCO, and SIRCOM.

Performance Work Statement (PWS)

This PWS outlines requirements for the United States Marine Corps (USMC) Electronic Security Systems (ESS) Blanket Purchase Agreement (BPA). The goal is to provide engineering development, design, procurement, fabrication, integration, installation, logistics, maintenance, and life cycle support for ashore ESS to meet USMC operational requirements worldwide.

The BPA covers the full lifecycle of ESS capabilities, including Access Control Systems (ACS), Intrusion Detection Systems (IDS), Closed Circuit Television (CCTV), and Mass Notification Systems (MNS). It encompasses project management, engineering, procurement, implementation, and testing for shore installations globally. Specific tasks may include:

• Project Management
• System Engineering
• Software Engineering
• Cybersecurity
• Equipment/Material Procurement
• Pre-Installation Test and Checkout (PITCO)
• Cutover and Transition Planning
• Installation and Integration
• System Operational and Verification Test (SOVT)
• Training
• Logistics Support

Performance is measured against specific tasks with Acceptable Quality Levels (AQLs) generally set at 95% accuracy for documents and reports, and 100% accuracy for critical items like Lists of Materials (LOM) and inventory tracking. Workmanship quality is also a key standard.

The BPA has a five-year ordering period, with call orders potentially having a base year plus four option years. Performance will occur at various USMC installations CONUS and OCONUS, including locations in Japan and South Korea.

• Cybersecurity: Compliance with DoD and USMC cybersecurity policies, RMF, and NIST standards is mandatory. Personnel performing cybersecurity functions must meet DoD cyberspace workforce qualifications.
• Security Clearances: Work may require personnel to have Secret security clearances. Facility clearance may also be required.
• Personnel Qualifications: Specific certifications and qualifications are required for certain tasks, including cybersecurity roles and Technical Expert Status Accreditation (TESA) for personnel in Germany.
• Supply Chain Risk Management (SCRM): Contractors must adhere to SCRM policies to mitigate risks in the supply chain.
• Section 508 Compliance: All Information and Communications Technology (ICT) must comply with Section 508 accessibility standards.
• CMMC: Compliance with Cybersecurity Maturity Model Certification (CMMC) Level 1 is required.
• OCONUS Operations: Specific requirements for OCONUS travel, logistics, and personnel management are detailed, including compliance with APACS, LOAs, and host nation requirements.
