Scope of Work
The selected OA will provide services across three key Lines of Effort (LOEs):

This involves translating mission needs, managing risks, ensuring cost transparency, and advising on C4IT integration.
- LOE 2: Construction Management Services: Overseeing construction execution, ensuring quality, safety, and efficiency aligned with Design Build Institute of America (DBIA) best practices. This includes verifying mission-critical infrastructure (RF shielding, HEMP hardening), managing scope, monitoring schedule, and coordinating with C4IT installation.
- LOE 3: Construction Security: Providing Construction Security Services, coordinating with USSPACECOM PMO Site Security Managers to meet Intelligence Community Directive (ICD) standards, and supplying TS/SCI cleared Construction Surveillance Technicians (CSTs).
The C2F will support approximately 1,800 personnel and incorporate advanced features such as Radio Frequency (RF) shielding, High-Altitude Electromagnetic Pulse (HEMP) protection, Sensitive Compartmented Information Facility (SCIF) / Special Access Program (SAP) construction, and redundant infrastructure. The project will utilize a collaborative delivery methodology under the DBIA Design Build Done Right framework.
