Eligibility

Eligible applicants include institutions of higher education, nonprofit organizations, state and local governments, and for-profit organizations (large and small businesses). Specific eligibility requirements apply for Federally Funded Research and Development Centers (FFRDCs) and University-Affiliated Research Centers (UARCs). Teaming is encouraged.

Submission & Evaluation

This is a two-step process:

  1. Step 1: White Paper Submission. Prospective applicants are strongly encouraged to contact an ACC-RSA SMD/SP Point of Contact (POC) to be connected with an SMDTC Technical Point of Contact (TPOC) for preliminary discussions. White papers are limited to five pages (one-page cover sheet, four-page technical description including cost estimate) and will be reviewed for a "Go" or "No Go" determination.
  2. Step 2: Full Proposal Submission. Only applicants whose white papers are encouraged will be invited to submit a full proposal. Proposals will be evaluated based on Technical (most important), Management, and Cost/Price factors.

Contract Details

Awards may be made in the form of procurement contracts, grants, cooperative agreements, Technology Investment Agreements (TIAs), or Other Transactions (OTs). The specific instrument type will be selected by ACC-RSA SMD/SP. For procurement contracts, the NAICS code is 541715 (Research & Development in the Physical, Engineering, and Life Sciences), with a small business size standard of 1,300 employees. Generally, no cost sharing or matching is required, though exceptions may apply for certain OT instruments.
