This solicitation seeks a leasehold interest in real property for a USDA Service Center, requiring a fully serviced, turnkey solution.
Scope of Requirements
The USDA requires approximately 2,609 to 2,739 ANSI/BOMA Office Area (ABOA) square feet, not to exceed 3,193 Rentable Square Feet (RSF). The proposed space must be in a modern quality building with sound construction, specific facade materials, and located within a defined Area of Consideration, explicitly excluding areas within a 0.2-percent-annual chance floodplain.
Key requirements include:
- Lease Term: A Ten (10) Year (120 Months) Full Term, with a Five (5) Year (60 Months) Firm Term. The Government retains termination rights with 120 days' notice after the firm term.
- Parking: Provision of three (3) reserved parking spaces for USDA/Government-Use Only.
- Building Standards: Compliance with government standards for fire safety, accessibility, seismic resilience, and sustainability, including meeting ENERGY STAR® label requirements or providing justification for exceptions.
- Tenant Improvements (TIs): Turnkey TIs are mandatory, performed at the Lessor's expense and incorporated into the rental consideration. Detailed specifications for space build-out, finishes, room schedules (e.g., private offices, open workstations, conference rooms, secure storage), and ADP/wiring guidelines are provided in Exhibits B and C.

Contract Details & Submission
This is a Solicitation for a lease agreement. The NAICS Code is 531120 (Exception). While no specific set-aside is designated, HUBZone small business concerns may elect to waive price evaluation preference. Offerors must be registered in the System for Award Management (SAM).
Proposals, including GSA Forms 1364, 1217, 12000, a Tenant Improvement Cost Summary (TICS) Workbook with two independent bids, scaled test fit, and parking plan, must be submitted via email to the Lease Contracting Officer.
Evaluation & Deadline
Offers will be evaluated based on the lowest priced technically acceptable (LPTA) methodology, involving a present value price evaluation. The Government reserves the right to award without discussions.
