Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with FAR part 12. It constitutes the only solicitation, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns. The purpose is to procure facilitation and coordination services for one or more interactive, one-day Shared Stewardship workshops. These workshops aim to guide participants (tribes, states, counties, collaborative groups) through the process of stewardship agreements with the Forest Service, aligning with Executive Order 14225 to enhance forest management and strengthen partnerships.

• Facilitate one-day workshops (in-person and hybrid) explaining the stewardship agreement process from concept to implementation.

• Define shared stewardship agreements and develop steps for their creation.

• Provide high-level summaries of partnership authorities.

• Identify ways to strengthen relationships among federal, tribal, state, and local partners.

• Design and deliver a consistent, repeatable workshop model adaptable to regional priorities.

• Provide multimedia capabilities for hybrid facilitation (audio/visual, platform management, recording).

• Integrate discussions on Shared Stewardship principles, authorities, funding pathways, and key contacts.

• Facilitate discussions on barriers and opportunities for collaboration.

• Capture and synthesize participant feedback and next steps.

• Develop a concise post-workshop summary report.

• Key personnel must demonstrate expertise in Shared Stewardship, federal workshop facilitation, hybrid event management, and knowledge of partnership mechanisms.

• Contract type: Firm Fixed Price.

• Period of Performance: January 5, 2026, to September 30, 2026 (approximately 9 months for base item and all optional items).

• Estimated Value: NAICS code 541611, with a Small Business Size Standard of $24.5 million.
