GSA requires office space in a prime commercial district within San Juan, Puerto Rico, specifically within a delineated area bounded by specified roads and within two blocks of public transportation. The space must be on a single, contiguous floor, above ground level, and located in a modern building of sound construction.
Key requirements include:
- Space: Minimum 2,080 SF, Maximum 2,184 SF ABOA.
- Parking: Ten (10) structured/inside parking spaces.
- Building Features: Secured lobby with security guard, secondary entrance/emergency egress, loading dock, freight elevator, generator for emergency power, potable water storage system, and a 24/7 Automatic Data Processing room.
- Compliance: Buildings must meet government standards for fire safety, accessibility, seismic safety (requiring a certificate or retrofit commitment), energy efficiency (ENERGY STAR® label), and sustainability. The property must not be in a 100-year flood plain, or additional requirements apply. Environmental assessments (Phase I ESA) may be required.
- Security: Facility Security Level II requirements are detailed, covering access control, video surveillance, intrusion detection, duress alarms, and cybersecurity measures.
Contract Details
This is a fully serviced lease with a 15-year full term and a 10-year firm term. The Government retains termination rights after the firm term with 90 days' notice, and there is one 5-year renewal option. Tenant Improvement (TI) allowance is $60.72 per ABOA SF, with an anticipated exceedance of approximately $303.00 per ABOA SF. A Building Specific Amortized Capital (BSAC) amount of $12.00 per ABOA SF is allocated for security improvements. CBRE, Inc. is the authorized broker for GSA, and offerors must disclose all commissions on GSA Form 1217. A commission credit will be applied against rental payments.
Submission & Evaluation
Offers must be submitted electronically through the GSA Leasing Portal (leasing.gsa.gov) by June 10, 2026, at 5:00 PM Eastern. The estimated occupancy date is April 30, 2027. Award will be based on the lowest priced technically acceptable (LPTA) offer, utilizing a Present Value Price Evaluation.
Eligibility & Key Requirements
The NAICS Code is 531120 (Exception), and a HUBZone Small Business Concern Price Preference Waiver is an option. Offerors must be registered in SAM.gov at the time of award and maintain registration. Required submissions include seismic compliance forms (A-D pre-award), a Prelease Fire Protection and Life Safety Evaluation (GSA Form 12000), and a representation regarding Section 889 telecommunications prohibitions (FAR 52.204-24).
