Specific location restrictions apply: the space must not be immediately adjacent to railroad tracks or industrial/manufacturing zones. Access from a primary or secondary street must be direct and within 0.25 miles of the building, with sites on high-traffic roadways requiring traffic signals within two blocks. Hazardous roadways will not be considered. The space must also meet government requirements for fire safety, accessibility, seismic, and sustainability standards, and must not be in the 1-percent-annual chance floodplain. Entities must also be familiar with telecommunications prohibitions under Section 889 of the FY19 NDAA.
