Scope of Work
This effort will replace the current United States Air Forces in Europe - Air Forces Africa Base Operations Support (UABOS) Services Contract. The scope includes comprehensive BOS services such as Civil Engineering, Logistics, Force Support, Communications, Medical Maintenance, and War Reserve Materiel (WRM). Notably, five functions (Full Food Services, Custodial/Housekeeping, Grounds Maintenance, Golf Course Maintenance, and Refuse Services at Ankara) have been removed from the T-BOS requirement and will be acquired separately by the 39th Contracting Squadron.
Acquisition Strategy & Contract Details
The Government will award two independent Indefinite Delivery, Indefinite Quantity (IDIQ) contracts: one for T-BOS and one for S-BOS. Both will primarily use Firm-Fixed-Price (FFP) CLINs, supplemented by Cost-Reimbursable CLINs for materials, travel, and other direct costs. The S-BOS contract is envisioned for a 3-year base + four 12-month options (7 years total), while the T-BOS contract will be a 3-year base + two 12-month options (5 years total) due to economic risks.
Both contracts require the successor contractor to inherit the incumbent workforce. For Spain, the contractor negotiates its own company-level Collective Labor Agreement (CLA). For Türkiye, the U.S. Government may negotiate the multi-employer CLA, which mandates semi-annual wage/benefit increases tied to the Consumer Price Index, leading to significant inflation risk. To mitigate this, a new H-1, Combined Labor and Currency Clause (C-LAC) will be implemented for Türkiye, using a ledger system to share currency fluctuation and labor inflation risks. The Government is seeking feedback on a mandated 55% "Turkish Labor Component" and pre-performance currency risk.
Evaluation Factors (Draft)
Based on the draft Section M for S-BOS (expected to be similar for T-BOS), a Best-Value Tradeoff process will be used. Past Performance will be evaluated on an Acceptable/Unacceptable basis, requiring 2-5 recent and relevant contracts ($20M+ annual value, OCONUS experience). Technical factors (Program Leadership/Staffing & Continuity, Performance Oversight & Technology) are significantly more important than Price. Price will be evaluated for Reasonableness, Balance, and Realism, considering mandatory labor and severance costs. A draft H-Clause outlines liquidated damages for Key Personnel vacancies (Program Manager, Morón Site Lead, CE Manager, Structural Engineer, Fire Chief) at $1,200/day for PM and $500/day for others, with a 120-day fill period and a $75,000 cap per vacancy.
