Scope of Work

The contractor will provide armed security personnel for installation access control, roving security patrols, electronic security systems (CCTV) monitoring, entry control points (ECP), pass and badge control, vehicle inspections, static security, and other security-related functions. The primary objective is to prevent unauthorized access to U.S. Government installations, facilities, and assets, and to prevent criminal activity. The contractor is responsible for providing all personnel, tools, materials, transportation, and equipment, excluding Government Furnished Property. Performance will be in accordance with the Performance Work Statement (PWS).

Submission & Evaluation

Proposals must be submitted electronically via the PIEE Solicitation Module. Questions are due by 1400 CET on the 14th calendar day after solicitation posting. Proposals are due by June 22, 2026, at 07:00 AM UTC. Evaluation will be based on three factors: Program Management, Price, and Experience. Program Management and Experience are equally important and more important than Price, with Program Management being more important than Experience. An "Acceptable" rating is required for Program Management and Experience. Award will be made to the responsible Offeror whose proposal represents the best overall value.

Key Requirements for Offerors

Offerors must demonstrate understanding of requirements and risks, and possess the ability and resources to meet them. Specific requirements for Italian companies include Prefettura Authorization, Certificato Storico di Iscrizione alla Camera di Commercio, DURC, and Anti-Mafia certification. Contractor personnel must be legally authorized to work in Italy, possess "Guardia Particolare Giurata" (GPG) status and weapon permits, and undergo background checks. Required training includes Anti-Terrorism (AT) Level I, OPSEC, iWatch, Cyber Awareness, and IACS. Personnel must have minimum Level 2 English proficiency and be fluent in Italian, with higher levels required for key personnel. Bidders must complete and submit the Price Workbook, Mapping Table for Experience, Cross-Reference Matrix, Self-Certification for Anti-mafia, and Suitability of Contractor forms.
