Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal armed security guard services to prevent unauthorized access to U.S. Government installations, facilities, and assets, and to prevent criminal activity.

• Provide installation access control, roving security patrols, monitoring of Electronic Security Systems (ESS), and other security-related functions.

• Services are to be performed at USAG-Italy installations, including Vicenza Military Community (VMC) and Darby Military Community (DMC).

• Contractor is responsible for providing all personnel, tools, materials, transportation, and equipment, except for U.S. Government Furnished Property.

• Performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Reports, forms, and correspondence must be clear, concise, and accurate.

• Work will be performed at locations identified in Appendix 3 (Vicenza and Livorno areas).

• Subfactor 3 – Continuity of Operations: Requires a plan for maintaining operations, including recruitment/retention, business practices for uninterrupted support, surge/flex capability, and strike mitigation.

Offerors must meticulously complete this matrix, ensuring each requirement listed is clearly mapped to the corresponding section of their proposal. Failure to provide accurate and complete references may impact the evaluation of their proposal against Section M criteria.
