Scope of Work

USAGM's current Remote Monitoring System (RMS) is in an emergency maintenance state, running on an old, underpowered server, posing a risk of system failure due to reliance on a single resource. The purpose of this acquisition is to migrate these services to the cloud and establish shared system operations and administration support to eliminate single points of failure.

The contractor will assist with software development, server maintenance, system administration, technical support, documentation, and procure cloud services on a reimbursable basis. Key tasks include:

  • Managing updates for existing USAGM hardware (Mac Computers, SDR-IQ, Cloud-IQ receivers) and performing remote diagnostics.
  • Administering the proprietary RMS data server (ibbmointor.appspot.com) hosted on Google Cloud Platform (GCP), ensuring platform sustainability and code compatibility.
  • Providing email technical support to USAGM Technical Monitoring Offices (TMO) worldwide, including developing small programs or setting up auxiliary servers.
  • Maintaining RMS scheduling and reporting databases/websites (FMDS, Schedule Manager, Web Scheduler) and assisting TMOs with database initialization.

Optional CLINS may be issued for evaluation, testing, research and development to upgrade technologies, and procurement of IT services (e.g., Google Cloud, Internet, basic hardware).
