This solicitation is for the rental, servicing, and maintenance of portable restrooms and handwash stations at various U.S. Customs and Border Protection (CBP) and U.S. Border Patrol (USBP) Tucson Sector locations. Services include delivery, setup, cleaning, restocking, black/gray water removal, and emergency response.

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance: Base period of one year from award, with four (4) one-year option periods. An additional six (6) month extension for services is possible. Total potential duration is five years and six months.

• Quotes must be submitted electronically in PDF format via email by 6/24/2026, 15:00 PM Eastern Time.

• Evaluation Factors: Lowest Priced, Technically Acceptable (LPTA).

Statement of Work (SOW)

To procure portable restrooms and handwash stations for rental and servicing to geographically separated Tucson Sector Border Patrol locations, ensuring compliance with all state and federal regulations.

• Provide all materials, labor, equipment, transportation, and supervision for supplying and servicing portable restrooms and handwashing stations.

• Includes removal, exchange, delivery of materials, waste removal, and cleaning services.

• Services to be provided at varying frequencies (1-3 times per week) based on operational needs, with potential for unit relocation on short notice (24-hour advance notification).

• Contractor must be capable of supplying estimated quantities and adjusting them within specified ranges.

• Units must be maintained in a safe, clean, and fully functional condition.

• Damaged or non-functional units must be repaired or replaced within 24 hours of notification.

• Cleaning services include waste removal, cleaning of interior surfaces with anti-microbial disinfectant, and ensuring units are free of odors.

• Incidents requiring repair or uprighting must be addressed within 24 hours of notification.

• Period of Performance: One year with four (4) optional one-year periods.

• Place of Performance: Locations within Tucson Sector, southern Arizona region, as indicated in the Pricing Schedule.

• Contract Type: Contemplated as Firm Fixed Price.

• Invoicing: Via Invoice Processing Platform (IPP).

• Supplies: Includes restrooms, handwashing stations, toilet paper, soap, paper towels, seat covers, and other applicable items.

• Setup/Installation: Must meet applicable codes, be safe, stable, and secured against winds and vandalism.

• Services: Occur on business days (Mon-Fri), 6:00 a.m. - 6:00 p.m. MST, unless otherwise coordinated.

• Waste Tanks: Removal and disposal of black/gray waste in an approved manner.

• Cleaning Schedule: Must be posted inside each portable restroom and signed/dated after cleaning.

• Documentation: Bill of Lading/Delivery Document required within 72 hours of service completion.

• Personnel Eligibility: Must be U.S. citizens or cleared to work in the U.S.

• Travel: Required in support of the SOW requirements.

• Changes to SOW: Require written approval from the Contracting Officer (CO).

  • Government Formulas (J-Q): These columns calculate total costs and are protected from modification.
• Item Types: Includes portable restrooms, handwash stations, government-owned restroom trailers (service only), and emergency/unscheduled services.
• Years: Separate sheets are provided for the Base Year and Option Years 1-4, requiring offerors to provide rates for each year.
