Statement of Work (SOW) / Performance Work Statement (PWS)

To replace existing flooring (carpeting and Luxury Vinyl Plank - LVP) at the U.S. Coast Guard Air Station Astoria with new materials.

• Remove existing carpeting and LVP.

• Prepare subfloor, including cleaning, leveling, patching, and moisture testing.

• Install new LVP in areas highlighted in red on drawings.

• Install new carpet squares in areas highlighted in yellow on drawings.

• Install government-furnished cove base and adhesive.

• Furnish and install ADA-compliant transition strips.

• Move and store existing furniture as needed, and restore it to its original position.

• Maintain a clean work environment and perform daily clean-up.

• Workmanship warranty of a minimum of one (1) year for flooring and adhesives.

• New LVP must meet or exceed commercial criteria set forth in ASTM F1700, be 20 mil or greater wear layer thickness, glue-down installation, and be 100% waterproof.

• Contractor-provided carpet must match the color and style of government-furnished carpet.

• Contractor-provided cove base must match the style, color, and dimensions of government-furnished cove base.

• Work must be completed within 40 days of contract award.

• Place of Performance: Coast Guard Air Station Astoria, 2185 SE 12th Pl, Astoria OR 97146.

• Work Hours: Monday through Friday, 08:00 am to 4:00 pm, unless otherwise specified.

• Facility will remain occupied and operational during work.

• Contractor shall occupy a maximum of two (2) spaces at any given time.

• Contractor must provide a contract manager with full authority and English proficiency.

• Contractor employees must be U.S. citizens or lawfully admitted permanent residents, with exceptions requiring approval.

• All contractor employees performing tasks on USCG facilities must have proper valid identification (Real ID).

• A roster of contractor employees with names, dates of birth, and license numbers must be submitted to the COR prior to work commencement.

• Invoicing will be submitted through the Invoice Processing Platform (IPP).

• A mandatory bid walk will be offered on Wednesday, June 3, 2026, at 0900.

• Government will furnish: 6,000 sq ft of carpet (style MB910AB Heather, color: 00515 Black/Grey), cove base, cove base adhesive, and mastic rolls.

• Contractor is responsible for providing all other required materials, including LVP, LVP adhesive, and any additional carpet, cove base, and adhesives needed.
