Statement of Work (SOW) / Performance Work Statement (PWS)

To seal HVAC ducting and renew HVAC insulation in Sector Prevention offices within Building 681 at USCG BASE Charleston.

• Furnish all labor, tools, equipment, and materials for HVAC insulation renewal.

• Move existing ceiling tiles for access.

• Remove existing duct insulation and ensure proper disposal.

• Seal seams of existing HVAC ducting (if required).

• Install new HVAC insulation on all existing HVAC ductwork.

• Re-install all ceiling tiles and associated fixtures.

• Includes incidental work like removal/replacement of smoke detectors, lights, sprinkler heads, etc.

• Provide a detailed electronic list of all materials and quantities used.

• Minimize dust and debris; isolate work areas.

• Install insulation according to manufacturer's specifications and approved installers.

• Work must be performed in accordance with manufacturer's installation guidelines and industry standards.

• Contractor must provide manufacturer's maintenance materials and guidelines.

• Contractor must provide a minimum of 5% attic stock of new tiles for future replacement/patching.

• Location: U.S. Coast Guard Base Charleston, 1050 Register St, Charleston, SC 29405.

• Total contract performance period: 10 calendar days.

• Work to be performed during normal working hours (Monday-Friday, 7:00 am - 3:00 pm), unless otherwise approved.

• Site Visit: Bidders are responsible for visiting the site to verify existing conditions.

• Qualifications: Contractor personnel must have a minimum of 5 years' experience in commercial HVAC insulation installation. The installer must be financially sound, have references, and provide on-site project manager supervision.

• Environmental Requirements: Comply with all applicable federal, state, and local environmental regulations. Any waste generated must be recycled or disposed of according to RCRA requirements. Hazardous waste must be analyzed, characterized, stored, and disposed of properly.

• Safety Program: Contractor is wholly responsible for work site safety, implementing a program that protects personnel, prevents property damage, and avoids work interruptions. Comply with all applicable federal, state, and local safety laws, rules, and regulations.

• Security: Submit a list of all personnel working on the project site for approval. All personnel must carry valid Government-issued identification.

• Submittals: Include roster of personnel, project schedule, manufacturer's installation instructions, attic stock, maintenance materials, hazardous waste profiles, test results, warranties, and product data.

• Training: Provide training to unit personnel on equipment operation and maintenance manuals.
