Purpose & Scope
This RFI aims to identify qualified businesses capable of providing 24/7/365 ISR services, including sensor data production, trained personnel, non-developmental UAS equipment, operation, maintenance, spare assets, and deployed mission support. Services are required for various USCG cutter classes (National Security, Offshore Patrol, Ice Breaker, Medium Endurance) and shore regions across the Atlantic, Pacific, and Alaskan/Arctic areas. The objective is to enhance maritime target Surveillance, Detection, Classification, and Identification (SDCI), deliver real-time imagery and data, and provide target illumination/communications relay.
Contract & Key Requirements
The USCG anticipates establishing a Basic Ordering Agreement (BOA) with a ten-year period of performance (one five-year base ordering period plus one five-year option period). The BOA will be competed on a Limited Sources basis, with multiple BOA holders qualified per cutter class, and orders competed among them. Key system requirements include:
- UAS must be TRL 8 at the time of contract award (notionally Q3 FY27).
- Possession of necessary certifications (e.g., Authority To Operate (ATO), Blue UAS list, FDA laser certification, NAVSEA certification for Lithium batteries).
- Ability to integrate with USCG domain without structural changes to cutters.
- Contractors must provide all logistics, life support, and personnel with appropriate security clearances (a SECRET Facility Security Clearance is required).

Interested vendors must submit a capability statement package, not exceeding 15 pages, demonstrating their ability to perform the described services, referencing Attachments J-1 (Statement of Objectives), J-2 (System Performance Specification), and J-3 (Requirements Verification Traceability Matrix).
