Scope of Work
The requirement includes two Contract Line Item Numbers (CLINs):
- CLIN 0001: Initial Inspection and Baseline Seam Repair
- CLIN 0002: Contingent Additional Repairs (to be exercised by the Contracting Officer if identified during the initial inspection)
The Statement of Work (SOW) details:
- Inspect the entire asphalt shingle and rolled asphalt flat roofs, including penetrations and seams.
- Assess overall roof condition and estimate remaining life expectancy.
- Identify leaks, potential water intrusion points, and damage severity.
- Prepare a detailed report for the CO and Technical POC.
- Perform repairs on an identified 40 linear foot seam as part of the Base Award.
- Perform additional repairs identified during inspection, upon CO authorization (Optional Award).
- Furnish all necessary labor, materials, equipment, services, and supervision.
- Obtain required permits and coordinate notifications.
- Work must comply with USCG standards, OSHA, and relevant ASTM specifications.
- Contractor must provide a contract manager, ensure personnel have proper identification, and develop a quality control plan and site-specific safety plan.
- Any discovery of Asbestos-Containing Material (ACM) or Lead-Based Paint (LBP) requires immediate notification to the CO; no abatement is authorized.
- All repairs shall include a standard industry warranty of no less than 12 months.

Evaluation
