Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to replace existing electrical conductors that provide power to shore tie receptacles and lighting at Coast Guard Station Sandy Hook. The existing conductors have experienced repeated failures due to excessive splicing.

• Installation of new electrical conductors to power cutter and boat shore tie connections, and pier lighting.

• Conductors must be suitable for continuous operation in wet locations and during submersion (e.g., tidal/splash zones, flooded pull boxes, conduits below mean water line).

• Conductors will run from the nearest electrical panel in the Boat Maintenance Facility to the downstream equipment.

• Verify existing loads and feeder lengths in the field to size conductors appropriately.

• Coordinate power outages with Station Sandy Hook personnel to maintain pier operations; temporary power may be provided by the contractor.

• Conductors sized to meet existing loads and code requirements.

• Voltage drop limited to ≤3% for feeders and ≤5% for feeder + branch total.

• Compliance with relevant codes and standards including NFPA 70 (NEC), NFPA 70E, OSHA, UL standards, IEEE 1580, IEEE 45, UFC 4-152-01, and Coast Guard Electrical Shore Ties Configuration Standard (CSTO).

• Use of submersible/wet-location-rated conductors and ancillary materials (e.g., IP68/NEMA 6P rated cable glands, watertight splice kits).

• Grounding and bonding in accordance with NEC Article 555 and Coast Guard CSTO requirements.

• Location: Coast Guard Station Sandy Hook, 20 Crispin Road, Highlands, NJ 07732.

• Contractor must be licensed in New Jersey with a minimum of 5 years of marine/pier electrical experience.

• Pre-work survey required to trace feeders and identify terminations, pull/splice locations, and raceway segments exposed to water.

• Submittals include product data, calculations (stamped by a licensed PE), shop drawings, and closeout documentation.

• Warranty: Minimum 1-year for workmanship and materials.

• Site visits are encouraged but not required; must be scheduled with the Contracting Officer’s Representative.

• Requests for Information (RFIs) must be submitted in writing to the Contracting Officer (KO).
