• Insulation/Vapor Barrier: A vapor barrier and insulation blanket are not required for the sheet metal roof installation.
• Materials: The government will provide the sheet metal roofing material, fasteners, flashing, edging, and top caps. The contractor is responsible for installation, removal of the existing roof, anchors, equipment, related labor, and any additional materials needed to seal penetrations and keep the building dry during construction.
• Contract Award Timeline: Award is estimated to be 2 weeks after bids are received, but this is tentative.
• Notice to Proceed (NTP): NTP will be issued after all pre-construction requirements are met.
• Project Completion: The 40-day completion timeline begins from the Notice to Proceed.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for replacing the roof of Building 9 at the U.S. Coast Guard Base Astoria Tongue Point Detachment.

• Provide all personnel, equipment, tools, transportation, and services necessary to replace the roof.

• Utilize government-furnished materials for the roof replacement.

• Remove the existing sheet metal roof and dispose of it offsite.

• Install new sheet metal roofing, matching the paneling, overlap, and layout of the old roofing format.

• Install eight (8) stainless steel working aloft anchor points along the main ridge beam, each rated for at least 300 pounds.

• Ensure the building remains dry during construction.

• Address and manage any interferences with existing electrical fixtures, components, vents, piping, and structural members.

• Work must be completed within 40 days of contract award.

• Contractor personnel must present a neat appearance and be easily recognized.

• A one-year warranty on workmanship is required.

• All work must comply with applicable Federal, State, and local safety standards and requirements, including OSHA.

• Place of Performance: Coast Guard Base Astoria Tongue Point Detachment, 27573 Old US Hwy 30, Astoria OR 97103.

• Work hours: Monday through Friday, 08:00 am to 4:00 pm, unless otherwise specified.

• Completion: Within 40 days of contract award.

• Contractor must have a licensed and certified contract manager with full authority.

• Contractor employees must be U.S. citizens or permanent residents, with exceptions requiring approval.

• All contractor employees must have proper valid identification (Real ID) for access to USCG facilities.

• A roster of contractor employees with their details must be submitted to the COR prior to commencing work.

• Invoicing must be submitted through the Invoice Processing Platform (IPP) at https://www.ipp.gov/.

• Government-furnished materials include sheet metal roofing, fasteners, flashing, edging, and top caps. (See Appendix 1 for details).

• Contractor must furnish all other necessary items and services not provided by the government.

• A bid walk is scheduled for Thursday, March 12th, 2026, at 0900. No other bid walks or site visits will be offered.

Solicitation / RFP / RFQ

• Point of Contact: The Contracting Officer is the point of contact for inquiries.

• Evaluation: Award will be made to the responsible offeror submitting the lowest priced offer that is evaluated as acceptable against all evaluation criteria. The technical approach and pricing will be evaluated for reasonableness and completeness.
