This is a combined synopsis/solicitation for commercial items/services, issued as Request for Quotations (RFQ) number 70Z085Q024247. The United States Coast Guard Surface Force Logistics Center requires parts and services for the USCGC Bertholf Exhaust repair, specifically focusing on the Nr. 3 Ships Service Diesel Generator (SSDG) exhaust piping. This solicitation is a total small business set-aside.

• Renew a section of the exhaust trunk piping.

• Renew a section of the damaged deck plating above the exhaust trunk.

• Install new lagging for the Nr. 3 SSDG exhaust trunk.

• Perform welding and allied processes in accordance with SFLC Std Spec 0740.

• Submit a Fire Prevention Plan in accordance with SFLC Std Spec 5550.

• Ensure work area is certified 'Safe for Hotwork'.

• Handle interferences including deck plating, piping, electrical boxes, etc.

• Install new lagging over the entire elbow as per specified drawings and standards.

• Prepare and coat all new and disturbed surfaces to match existing adjacent surfaces.

• Contract type: Firm-fixed-price.

• Period of Performance: May 1, 2026, through July 30, 2026.

• Location: USCGC Bertholf, alongside the pier at Base Alameda, 1 Eagle Rd, Alameda CA 94501.

• All responses must be received on or before 0800 Pacific Time, April 30, 2026.

• Simplified acquisition procedures in accordance with FAR Part 13.5 will be used.

• Totally small business set aside.

• Vendors must have a valid U.S. driver’s license and show identification for base access. Contractors must not have felony convictions.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013.

• NAICS Code: 336611, Small business size standard: 1250.

• Coast Guard personnel will operate all shipboard machinery and equipment.

• References to specific Coast Guard drawings and publications are provided within the document.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for renewing a section of exhaust trunk piping, repairing damaged deck plating above it, and installing new lagging for the Nr. 3 Ships Service Diesel Generator (SSDG) exhaust trunk aboard the USCGC BERTHOLF.

• Renew a section of exhaust trunk piping.

• Renew a section of damaged deck plating above the exhaust trunk.

• Install new lagging for the Nr. 3 SSDG exhaust trunk.

• Repair the damaged deck plating and exhaust duct from the flange underneath the water trap to the hull penetration.

• Assume two segments of the exhaust trunk and two segments of deck plating will need renewal for bidding purposes.

• Install new lagging over the entire elbow as detailed in CG Drawing 750-WMSL-100-041.

• Renew disturbed or damaged insulation material over exposed bulkhead, overhead, and pipe surfaces.

• Prepare and coat all new and disturbed surfaces to match existing adjacent surfaces.

• Period of Performance: May 1, 2026, through July 30, 2026.

• Location: Onboard the USCGC BERTHOLF, alongside the pier at Base Alameda, 1 Eagle Rd, Alameda CA 94501.

• Contractor must conform to SFLC Std Spec 0000 (General Requirements) and other specified SFLC Standard Specifications (0740 for Welding, 5000 for Auxiliary Machine Systems, 6310 for Preservation).

• All welding and allied processes must comply with SFLC Std Spec 0740.

• Contractor must submit a Fire Prevention Plan per SFLC Std Spec 5550.

• Coast Guard will provide fire watch personnel and equipment.

• Contractor must furnish and install all protective measures.

• Contractor must handle all interferences as per SFLC Std Spec 0000.

• Contractor must certify and maintain the work area as 'Safe for Hotwork'.

• Contractor must remove and dispose of removed fluids according to regulations.

• Contractor must witness initial operational tests by Coast Guard personnel before work begins.

• Contractor must notify the Engineer Officer prior to conducting repairs.

• Contractor must take necessary measures to prevent seawater inflow into the elbow.

• Contractor must test and demonstrate all disturbed/repaired items post-repairs.

• Base Alameda access is required; vendors need a valid U.S. driver’s license and must not have felony convictions. Forms will be provided.

• References must be requested from the listed POCs.
