• Cleaning: Clean the hull plating, sea chests, rudders, fin stabilizers, bow thruster, propeller, and cathodic protection components.

• Specific Tasks: Includes replacing underwater zinc anodes annually, inspecting for marine growth, pitting, corrosion, damage, and obstructions.

• Environmental regulations must be followed to minimize the release of copper-based antifoulant paint into the water.

• Methods should minimize the discharge of fouling organisms and antifouling coatings (AFCs).

• Use of soft brushes or less abrasive cleaning techniques is required.

This SOW outlines the requirements for conducting underwater hull inspection, cleaning, and zinc renewal for the CGC MAURICE JESTER.

• Conduct a thorough inspection of the vessel's underwater hull, including plating, coating system, transducers, drive systems, appendages, and cathodic protection.

• Clean the designated underwater hull surfaces, removing all marine growth, debris, and contaminants without damaging the existing coating system or non-coated surfaces.

• Renew underwater zinc anodes in accordance with specified Maintenance Procedure Cards (MPCs), including 12 additional stern tube zincs not detailed in the current MPC.

• Period: Between May 4 - 18, 2026

• Place: USCG Base Boston, 427 Commercial St, Boston, MA 02109

• Personnel must be trained and certified divers with a dive tender present.

• Work must adhere to referenced Coast Guard Maintenance Procedure Cards (MPC B10015.D for inspection/cleaning, MPC B10018.D for zinc renewal) and SFLC Std Spec 0000.

• Provide 24 hours advance notice for diver inspection.

• Document all findings through written reports (using provided forms) and an audio-video report with narration and scale references.

• Submit all documentation to the Contracting Officer Technical Representative (COR) within 24 hours of inspection completion.

• Mixed gas diving and live boating are not permitted.

• Government-furnished property (anodes, fasteners, screws) will be provided.
