USCGC MUNRO LOAD BANK TESTING

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform load bank testing of the #2 & #3 Ship Service Diesel Generators (SSDG) for the USCGC MUNRO (WMSL-755).

• The contractor will perform load testing on two specific SSDGs (Caterpillar 3512B, 1360 KW, 450 Volt AC) located in the Auxiliary Machinery Room and the Ship Service Diesel Generator Room.

• The work is to be performed at the ship's homeport: UNITED STATES COAST GUARD BASE ALAMEDA, 1 EAGLE ROAD ALAMEDA, CA 94501.

• The contractor must furnish and install all protective measures and handle interferences as per SFLC Std Spec 0000.

• The contractor must provide a load bank (1500 KW, 450 Volt AC, 3 Phase, 60 Hz, Resistive) and associated cables, as well as miscellaneous hardware for electrical installation.

• The contractor is responsible for placing and removing the load bank equipment.

• Coast Guard personnel will operate all shipboard machinery and equipment.

• Load testing must include specific steps: No Load (0.5 Hrs), 25% Load (0.5 Hrs), 50% Load (0.5 Hrs), 75% Load (0.5 Hrs), 100% Load (2.0 Hrs), and No Load (0.5 Hrs).

• Testing at 100% load must be continuous for no less than 2 hours.

• A simulated start of a 450 HP load is required.

• Engine parameter readings (temperature, oil pressure, etc.) and generator information (voltage, amperage, HZ, temps) must be recorded every 15 minutes and submitted electronically.

• Pre and post-test PSSRP must be saved on the engine ECM.

• A testing plan must be submitted for approval, detailing load steps, duration, simulated starts, emergency shutdown procedures, cable routing, and data collection.

• Period of Performance (POP): April 28, 2026 – May 26, 2026.

• Place of Performance: UNITED STATES COAST GUARD BASE ALAMEDA, CA 94501.

• No special security requirements; only base and ship access are needed.

• Contractor must ensure proper bonding and grounding of the load bank enclosure.

• Cables must be routed to avoid unbalanced phases and trip hazards.

• The back of the switchboard must be designated as a personnel exclusion area during installation.

This is a combined synopsis/solicitation for commercial items/services, issued as Request for Quotations (RFQ) number 70Z08526Q024134. The United States Coast Guard Surface Force Logistics Center requires load bank testing services for the #2 & #3 Ship Service Diesel Generators (SSDG) aboard the USCGC MUNRO (WMSL-755). The work will be performed at the ship's homeport in Alameda, CA.

• Perform load bank testing of the #2 & #3 SSDGs (Caterpillar Model 3512B, 1360 KW).

• Contractor to furnish and install load bank (1500 KW, 450 Volt AC, 3 Phase, 60 Hz, Resistive) and associated cables.

• Contractor must provide labor and crane services for load bank placement and removal.

• Testing includes no-load, 25%, 50%, 75%, and 100% load conditions, with a minimum of 2 hours at 100% load.

• Ensure proper grounding and personnel protection measures.

• Handle interferences such as piping, electrical cables, and switchboard enclosures.
