Quick Summary
The U.S. Department of Agriculture (USDA) is conducting market research through a Request for Information (RFI) to gather industry feedback on a feasibility study for consolidating federal wildland fire management operations. This RFI is for information and planning purposes only; it is not a solicitation, and no contract will be awarded from this notice. Responses are due March 27, 2026.
Purpose
The USDA seeks to identify methods, approaches, capacity, schedule, and risks associated with performing an independent, evidence-based feasibility study. This study will assess the operational, financial, organizational, infrastructure, and workforce impacts of consolidating wildland fire management, identify efficiencies and adverse effects, and document risks, dependencies, constraints, assumptions, and uncertainties. The anticipated study period of performance is six months.
Scope of Study
The feasibility study will evaluate the consolidation of federal wildland fire management functions, analyzing impacts on agency mission delivery, operational readiness, and program support continuity. Key areas of interest include mission delivery, consolidated structure, coordination, resource sharing, cohesion with fuel reduction programs, workforce utilization (including NWCG certified personnel), comparison to NIFC functions, effects on states, local governments, and Tribal entities, budget execution, operational support (aviation, dispatch, communications, logistics), and facilities/capital assets.
Requested Information
Respondents must include:
- A capabilities statement, past performance, and demonstration of organizational independence.
- An analytical approach for fulfilling the Statement of Objectives (SOO) requirements, including data needs, methodology, and risk mitigation.
- Relevant federal, state, or local wildfire knowledge and experience, including familiarity with federal organizational structure and budget mechanisms.
- Organization location and direct experience with wildfire response.
- A staffing plan and key personnel qualifications.
- Feedback on the draft SOO's scope, constraints, performance objectives, and deliverables.
- Market insights on NAICS/PSC alignment and potential small business participation.
