Scope of Work
This RFI seeks information on capabilities to support the RD FO in critical financial responsibilities, including:
- Budget Execution: Apportionment preparation, funds allotment, obligation/disbursement processing, funds control, spend plan development, and reallocation.
- Budget Outreach: Developing obligation projections, internal/external reporting, and internal communications.
- Budget Formulation: Analysis, liaison, consolidation of prior year data, and budget year justification development.
- Credit Reform Act of 1990 Activities: Policy development, impact assessment, subsidy rate calculation, trend analysis, and financial model development/enhancement.
- Accounting: Overseeing General Ledger, financial statements, funds control, Unliquidated Obligation (ULO) certification, and financial forecasting.
- Task Areas: Report Generation, Process Automation, Process Improvement, Data Analysis, and Data Review and Validation.
