Statement of Work (SOW)

The National Weather Service (NWS) requires the purchase of one (1) used Class 7 Telehandler Diesel forklift for the NWS Sterling Field Support Center. The current forklift is over 50 years old and difficult to service.

Procurement of a used forklift with less than 3500 hours of use. The forklift must be suitable for various terrains including pavement, gravel, and grass.

• Forklift Specifications:
  • Minimum lift capacity: 5,500 lbs
  • Maximum wheelbase: 152 inches
  • Maximum machine width: 80 inches
  • Maximum machine height: 100 inches
  • Minimum ground clearance: 10 inches
  • Minimum lifting height: 10 feet
  • Minimum forward reach: 7 feet
• Powertrain: Diesel, hydrostatic transmission preferred (automatic acceptable), pneumatic tires, 4WD (4-wheel steering optional).
• Battery: Must comply with Supply Chain Restrictions regarding critical minerals/components from foreign entities of concern.
• Lift Platform: Fork-mounted basket, 4'x6', quick attach, supports up to 1,700 lbs.
• Cab Safety Features: Certified ROPS/FOPS, seat belt, horn, safety strobe, rear-view mirror, adjustable suspension seat, integrated arm rest, backup alarm, front/rear LED lighting with turn signals, amber LED strobe, driver assistance system, integrated fork positioner, multifunctional joystick.
• Instrument Panel: Hour meter, backup alarm, fuel gauge, temperature gauge, speedometer, tachometer, battery meter.
• Deliverables: Used forklift meeting specifications, operator and maintenance manual, warranty and availability of local service centers.

Delivery shall be completed by September 30, 2026.

Shipping/delivery costs must be included in the quote.

Minimum 1 year for service, parts, and material from the date of acceptance.

This document is a solicitation for a firm fixed price purchase order for a forklift. The government intends to award to the responsive, responsible quoter(s) providing the best value, considering both price and non-price factors. Award will be based on the lowest evaluated price of proposals meeting acceptability standards for non-cost factors.

• The solicitation requires a forklift.

• Confirmation that the forklift is manufactured in the United States is required.

• The quoted forklift must include a one-year service, parts, and material warranty from the date of acceptance.

• This is a firm fixed price purchase order.

• Quotes must be submitted via email to abigail.green@noaa.gov.

• Faxed quotes will not be accepted.

• E-mailed quotes must be received by the due date and time (06/19/2026, 1200 local time) to be considered.

• Questions concerning the solicitation must be submitted via email within 5 calendar days of issuance.

• Award will be made on a best-value basis, considering technical specifications, price, and past performance.

• Evaluation factors include: Technical Specifications, Price, Past Performance, and Warranty.

• For past performance, offerors must provide a list of 2-3 past performances, including company name, project name, address, and contact information.

• This acquisition is set aside for Small Business (100%).

• Contractors must be registered in the System for Award Management (SAM) at the time of quote submission.

• Vendors must provide a statement of whether they are or are not a small business under NAICS 333924.
