• Period of Performance: Commence work within 10 calendar days after Notice to Proceed (NTP), with entire work ready for use not later than 90 calendar days after NTP. This includes final cleanup.

• Quotes are due via email to the Contracting Officer (Tanya.Torres@usda.gov) no later than May 8, 2026, at 11:00 AM Pacific Time.

• Requests for Information (RFIs) are due via email to Tanya.Torres@usda.gov no later than April 30, 2026, at 11:00 AM Pacific Time.

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on Technical Approach, Past Performance, and Price. Technical proposal is most advantageous to the Government, and past performance will be assessed as acceptable or neutral. Award will not necessarily be made to the lowest-priced offeror.

• Offerors must hold an active and valid California contractor's license appropriate for road repair work.

• Quotes must be submitted as four separate Adobe PDF or word documents.

• Total Small Business Set-Aside.

• All responsible sources may submit a quotation.

• A formal organized site visit will not be conducted; offerors are responsible for conducting their own site inspections.

• The solicitation incorporates provisions and clauses by reference, accessible at www.acquisition.gov.

• The North American Industry Classification Standard (NAICS) Code is 237310 - Highway, Street, and Bridge Construction, with a small business size standard of $45M.

Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to provide watershed resource structural improvements in the Harris and W. Algoma timber sale areas. The goals are to reduce sediment delivery into streams, improve system roads, and maintain access for fire suppression and timber harvest activities.

This contract involves the following primary tasks:

• Mobilization

• Roadway Reconditioning (14.94 miles) using Compaction Method 2.

• Roadway Obliteration (10 miles) using Subsoiling (Method 2).

• Construction of 2 Roadway Closures using Earth Berms.

• Location: Harris and W. Algoma timber sale areas, east of McCloud, California.

• Work must conform to Federal Highway Administration's FP-14 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, including specific sections for Roadway Reconditioning, Roadway Obliteration, and Soil Erosion and Sediment Control.

• Specific details for ditch, shoulder, and roadbed reconditioning are provided.

• Roadway obliteration involves subsoiling to a depth of 6 to 18 inches.

• Roadway closures (earth berms) must prevent vehicle entry without creating hazards.

• Restrictions: Work may be restricted due to adverse weather or potential road damage. Contractor is responsible for tool and equipment security and daily trash removal.

• Camping/Housing: Housing is not available. Camping on US Forest Service land is not permitted unless explicitly stated.

• Travel: Contractor is responsible for all travel to and from project locations.
