This amendment is issued pursuant to the authority of FAR 43.103(b) and modifies the contract/order number as described in Item 14. The solicitation is amended as set forth in Item 14. The hour and date specified for receipt of offers is extended. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended. Failure to acknowledge may result in rejection of the offer. If a contractor desires to change an offer already submitted, the change must be made by letter or electronic communication referencing the solicitation and this amendment, and received prior to the opening hour and date specified.

Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the solicitation for the Saratoga NFH opportunity, clarifying various technical and logistical aspects of the project.

• Wells: The two wells referenced in Item F are separate from the contract. The pumps in the Headtank building are the main water supply and are not tied to the alarm system, while wells (1, 2, and 4) are connected to the alarm system.
• Piping: Existing PVC piping is to be replaced with steel. Carbon steel is acceptable. The system should maximize the 10" pipeline, and the line should not include any 8" line unless reducing from the pump to the 10" pipeline. PVC is the specified material for new 12" and 8" pump piping.
• Pumps & Electrical: Upgrades to 2,000-gpm pumps will require larger motors (approx. 20 HP) and will exceed the existing 40-amp wire rating. Electrical upgrades for wiring, conduit, breakers, and VFDs are required if they exceed current electrical capacity. The existing VFD is rated for a 15HP pump; if the new pump exceeds 15HP, the VFD will need to be enlarged and connected to the panel and alarm system.
• UV System: The existing UV system is 240V and 40 amps. New UV power requirements are unknown and may vary. The UV system should perform at a minimum of 80% transmittance and 126 mJ/cm². Whirling disease is a primary concern for inactivation.
• Due Dates: Bids are due on 4/1. The Q&A period and site visits have passed.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for water treatment system upgrades and maintenance at the Saratoga National Fish Hatchery.

• UV System Reconfiguration: Includes reconfiguring two existing UV systems, each requiring a capacity of 1,200 gpm. This involves installing open or closed channel systems, removing existing UV systems, and modifying outlet piping to ensure the outlet is lower than the inlet. Custom steel pipe may be required. The contractor is responsible for disposing of all materials. The current wiring and breaker are less than a year old and rated for 30 amps combined. The power source is 3-phase 240V delta high leg. Current units are from UV Superstore Inc.

• Oxygen Meter Replacement: Replace six existing oxygen flow meters (0.5-15 Lpm Pentair Aquatic Ecosystems Inc.) located in two cabinets within the raceway building. The associated lines are 1/2".

• Pump Piping Reconfiguration: Reconfigure pump piping to reduce significant head issues experienced when both pumps are operational.

• Motor Replacement: Replace motors for pumps (specified in section II.D). The panel is less than a year old. Each pump requires 2,000 gpm. Wire is rated for 40 amps. Existing pumps are Simflo, 1,000gpm, 3-phase, 36.8 amps, 15HP, and 240 volts. The bowl and shaft may need replacement.

• Well Pump Electrical Stabilization: Address power fluctuations in the main distribution system that cause damage to electrical components. The existing power is 3-phase and 40 amps. Connect wells to the existing alarm system (installed in 2025). Note: The well is not connected to the generator.

• General Requirements: The contractor shall provide all materials, equipment, and labor to make the system operational.

• Not explicitly detailed, but work must produce finished work according to contract terms.

• Place of Performance: Saratoga National Fish Hatchery.

• Inspection: Contractor shall request final inspection in writing at least 10 days prior to completion. Work must be completed and certified operational before final inspection.

• Cleanup: Contractor shall clean the site and remove all construction debris.

• Final Payment: Requires submission of completion evidence, guarantees, warranties, certificates, and as-builts.

• Permits & Licenses: Contractor shall obtain all necessary permits and licenses, pay fees and taxes, and give required notices.

• Liability: Contractor is liable for damages to property due to acts, omissions, neglect, or misconduct.
