- Volume 2: Signed SF-1449 with pricing filled in on CLINS and Clause USMS-0004 completed.
Technical substitutions are NOT allowed. If submitting an "other than" quote (i.e., not a name brand specified in the technical specs), technical specifications for the proposed items must be submitted for evaluation. The Government seeks additional discounts.
Evaluation Criteria: Low Price Technically Acceptable (LPTA).
